This solicitation seeks proposals for the "Wind Tarp Installation" project. The objective is to provide all necessary management, tools, supplies, equipment, labor, and hardware to install pre-purchased wind tarps for building 90538. This installation is intended to protect equipment from weathering and limit personnel exposure to the elements, in accordance with the Statement of Work (SOW).

• Installation of pre-purchased wind tarps for building 90538.

• Prevention of equipment weathering and limitation of personnel exposure to elements.

• Compliance with the attached Statement of Work (SOW).

• Pricing Arrangement: Firm Fixed Price.

• Product Service Code: N071.

• Period of Performance: July 15, 2026, to August 15, 2026.

• Offers must be submitted in PDF format via email.

• The offer shall include two separate parts: I) Price and II) Technical Capability.

• Price: Submit a price broken out into individual items (materials and labor).

• Technical Capability: Submit a written narrative (max 6 pages) demonstrating understanding of the requirement and responsibilities, including a performance plan.

• Evaluation Factors: Lowest Price Technically Acceptable (LPTA). The award will be made to the offeror that meets all solicitation requirements, passes technical acceptability, and is the lowest price.

• Offer Due Date: July 04, 2026, at 02:00 PM Local Time.

• This acquisition is set aside 100% for Small Business.

• A site visit is optional and scheduled for June 11, 2026, at 10:00 AM CDT. Instructions are in Attachment 3.

• Questions and RFIs are due by June 12, 2026, at 02:00 PM CDT. All answers will be added to the solicitation posting.

• Key FAR and DFARS clauses are incorporated by reference and in full text, including those related to payment, electronic invoicing (WAWF), DEI, health and safety, and contractor access to Air Force installations.

Statement of Work (SOW) / Performance Work Statement (PWS)

To install pre-purchased wind tarps on Building 90538 at 624 Red Horse Road, Hurlburt Field, FL, to enclose the sides of the facility, prevent weathering of equipment, and limit personnel exposure to outside elements.

• Install pre-purchased wind tarps by modifying them with grommets to effectively cover the building perimeter.

• Utilize corrosion-resistant, stainless-steel cables, brackets, and eyelets, avoiding drilling into existing steel girder support systems.

• Install eyelets into the concrete foundation for anchor points.

• Ensure installation hardware meets or exceeds manufacturer guidelines and wind-load specifications.

• Hardware must allow for raising/lowering of tarps for adjustment to varying environmental conditions, complying with Florida Building Code and OSHA standards (including fall protection).

• Repair and paint any modified/damaged areas resulting from installation.

• Dispose of excess or unused materials off-base according to local and federal regulations.

• Review building plans/previous similar structures for a long-lasting, safe, and quality installation.

• Government will ensure movement/removal of equipment and items to facilitate access.

• A one-year warranty for the performed work is required.

• Installation must be completed within 30 days of award.

• The total installation duration shall not exceed 10 business days from the project start.

• Work is to be performed at Building 90538, 624 Red Horse Road, Hurlburt Field, FL.

• Contractor must provide all management, tools, supplies, equipment, labor, and hardware.

• Contractor is responsible for any damage to the tarps that would cause them to be fixed, repaired, or replaced.

• Normal hours of operation: MON-FRI 0700 to 1600, excluding federal holidays.

• Extended hours may be approved by the Contracting Officer for timely completion at no additional cost.

• Contractor must have a designated Project Manager onsite for the duration of the contract.

• Contractor shall be authorized and/or certified to install wind tarps and must provide evidence of completing at least three similar projects within the last five years.

• Contractor personnel require base access, identification, and may need special clearances and vehicle passes.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on base.

• Contractor and employees must comply with base traffic regulations and possess valid driver's licenses.

• Contractor is responsible for developing and enforcing a site-specific Health and Safety Plan, including a spill prevention and response plan.

• Upon completion, schedule a final inspection with the end user, civil engineering representative, and Contracting Officer.

• Provide copies of all material warranties to the COR at the time of acceptance.

• Base Access Procedures:
  • Email required personal information (Full Name, Date of Birth, Driver's License Number and State, last four digits of SSN) to alyssa.garred@us.af.mil and sadia.raheem.bf@us.af.mil no later than 1200 CDT on June 9, 2026.
  • Obtain a Visitor's Access Pass at the Hurlburt Field Visitor Control Center (VCC) with a Real ID prior to the site visit. Allow up to one hour for processing.
  • Proceed to the site visit location after receiving the pass.
• Disclaimer: Names submitted after the June 9, 2026, 1200 CDT deadline will not be sponsored for base access.
• Vehicle Inspection Notice: Vehicles are subject to random inspection; refusal may result in denial of base access and potential debarment.
