This document summarizes the minutes of a pre-quotation conference and site visit for window and façade cleaning services, including responses to vendor questions.

• Scope of Work: The contract is for window cleaning only, including metal trim around windows. Façade cleaning is not included. The Consulate estimates approximately 2,100 square meters of window area. Bidders are responsible for verifying surface area and determining appropriate access and surface conditions.

• Drawings: Architectural elevation and section drawings are not available to bidders.

• Site Visit: The site visit was scheduled for April 30, 2026. No additional visits will be provided.

• Previous Contract: This is a new compound, and no previous award has been made.

• Budget: A government cost estimate will not be provided; bidders must submit pricing in their proposals.

• Insurance: Required insurance is the Defense Base Act (DBA) for injuries and deaths arising out of and in the course of employment.

• Materials: No specific brands or products are required, but a list of chemicals for approval is needed. Refer to Scope of Work, Section 3.2.

• SAM Registration: Registration on the System for Award Management (SAM) is required for offers valued at $40,000 or more before submitting a quotation.

• Offer Due Date: May 8, 2026, no later than 4 p.m. Bangkok local time.

• Submission: Email submissions to cnxbid@state.gov.

• Evaluation: Award will be made to the lowest priced, technically acceptable offer. The Government reserves the right to reject unreasonably low or high quotations.

• Questions Deadline: Written questions must be submitted on or before May 5, 2026, 12:00 p.m. Oral answers are not binding.

This Request for Quotations (RFQ) seeks bids for window and façade cleaning services for the U.S. Consulate General in Chiang Mai, Thailand. The U.S. Government intends to award a firm-fixed-price contract or purchase order to the responsible company submitting an acceptable offer at the lowest price.

• Window and façade cleaning services for the U.S. Consulate General, including the main building office, MSGR Building, and three compound access control (CAC) buildings.

• Services must be performed by trained and competent personnel using appropriate safety equipment and methods (e.g., rope access, aerial work platforms).

• Cleaning agents must be mild dish soap or similar detergents; ammonia-based cleaners and abrasives are not permitted.

• Specific cleaning requirements for glass, wood ceilings/soffits, metal surfaces, and terracotta rain screens are detailed.

• The contractor must provide all necessary materials, access equipment, and PPE.

• A site supervisor must be present during work execution.

• Daily inspections of work in progress will be conducted by Facility Management.

• All equipment and materials must be safely stored at the end of each working day.

• Warning signs and barriers must be provided to cordon off work areas.

• Cleaning of glass surfaces and structures forming canopies and overhanging entrances will be scheduled and performed out of hours.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: June 2026.

• Place of Performance: U.S. Consulate General, 131 Chiangmai-Lampang Superhighway Road, Mueang, Chiang Mai.

• Pricing: All prices are to be in Thai Baht and must include labor, materials, overhead, profit, transportation, and relevant expenses.

• Defense Base Act Insurance is required.

• Questions Deadline: April 5, 2026, 12:00 p.m. (local time).

• Site Visit: April 30, 2026, 09:00 a.m. (local time) at the U.S. Consulate General. RSVP by April 28, 2026, 12:00 p.m. to Khun Nitthakan (pusayapaibuln@state.gov).

• Quotation Due Date: May 8, 2026, 16:00 p.m. (local time).

• Submission Method: Electronically to cnxbid@state.gov in Adobe Acrobat (pdf) format. File size must not exceed 25MB per email.

• Required Documents: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and additional information as required in Section 3.

• Evaluation: Award will be made to the lowest priced, acceptable, responsible offeror. The government will assess technical compliance, past performance, and contractor responsibility (including financial resources, experience, and integrity).

• Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov prior to proposal submission.

• No specific set-aside is mentioned in the initial RFQ letter.

• The U.S. Department of State operates strict security procedures for entry.

• The contractor must comply with all applicable FAR and DOSAR clauses.

• Value Added Tax (VAT) is not applicable due to the U.S. Embassy's tax exemption certificate.

• Payment terms are 30 days credit.

• A Quality Assurance and Surveillance Plan (QASP) is in effect to monitor contractor performance.
