• Pricing should be quoted in the currency of the contractor's receiving bank account (e.g., GBP for UK accounts, USD for US accounts).

• Prices must be quoted exclusive of VAT, which must be shown as a separate line item.

• Hourly/day rates or variable prices are not accepted; all quoted figures are considered firm fixed prices.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the provision and installation of window treatments at U.S. Embassy London properties. The services will be procured through an Indefinite Quantity, Indefinite Delivery (IDIQ) contract.

• Provision and installation of various window treatments including fully lined curtains, voile curtains, Roman blinds, vertical blinds, and Venetian blinds.

• Manufacturing of window treatments as necessary.

• Supply of all required fixtures and fittings for installation.

• Full installation of all provided treatments.

• Protection of furniture, carpets, and flooring during the installation process.

• Repair of any damage to plaster finishes caused by installation.

• Cleaning and vacuuming of the work area upon completion.

• Removal and disposal of old window treatments, hardware, and materials.

• All work must be executed in accordance with current Good Codes of Practice.

• Materials must be British Board Agreement Certified (BBA).

• Electrical works must comply with current IEE Wiring Regulations.

• All works must comply with current Building Regulations, Industry & British Standards.

• Window treatments must be safe by design or include appropriate child safety devices as per 2014 safety standard.

• Rectification or replacement of any items not meeting required standards within one week of original installation.

• The IDIQ contract will be valid for one year, with potential extensions, or until the maximum expenditure is reached.

• Services are required for all U.S. Government owned and Short Term Leased (STL) properties within the London area.

• Normal working hours are Monday to Friday, 08:30-17:30, unless otherwise agreed.

• The lowest priced technically acceptable vendor must supply fabric samples for approval prior to award.

• Contractor employees require security clearance (minimum 48 hours notice required).

• Contractor must provide a foreman/leading hand on site and employ competent, qualified tradesmen.

• Contractor is responsible for all costs related to congestion charges, transportation, deliveries, and parking.

• A minimum of £5,000 and a maximum of £145,000 (not exceeding $180,000) is the estimated range for orders under this contract.

• Pricing for tracks, wave headed curtains, and double/twin pleated curtains is by linear meter. Pricing for voiles is by linear meter. Pricing for blinds is by width x drops.

• No smoking or vaping is permitted on Embassy premises.

• Hot works permits are required for soldering/welding/naked flame work.

• Contractor must provide a "Controlled Waste Carriers" license.
