Statement of Work (SOW)

To equip program personnel with supplies to detect and monitor exotic pest infestations. The goal is to enable early detection and delimitation of infestations, thereby managing pest populations and reducing potential eradication costs.

Procurement of "Wing Trap Kits" and individual trap components. The trap is designed for use with lures to attract various species of moths. Key components include:

• Trap Body: Two-piece, white, 0.24-inch thickness milk carton paperboard stock with polyethylene coating. Dimensions before folding are approximately 8.9 x 11 inches. The bottom piece has a sticky interior surface.

• Adhesive: Specifically "Stickem Special" or "High Tack Formula" (Seabright Enterprises, LTD) or "Tangle Trap" (The Tangle Foot Company/Contech Enterprises Inc.). Applied uniformly to the inside surfaces of the trap bottom (approx. 7.5 grams).

• Spacers: Two cylindrical plastic spacers to separate the top and bottom.

• Trap Hanger: 16-gauge wire, approximately 34 inches long.

• Optional Components: Plastic trap tops (to prevent rain/debris) and additional trap bottoms ("liners").

• Trap Kits: Available as "Wing Trap Kit – Paper" (paperboard top/bottom) or "Wing Trap Kit – Plastic" (plastic top, paperboard bottom).

• Length of Effectiveness: Traps must withstand outdoor weather for 90 calendar days.

• Delivery Destination: FOB destination to USDA APHIS PPQ, 22675 N. Moorefield Rd., Bldg. 6420, Edinburg, TX.

• Delivery Timeline: Within 45 days after receipt of order.

• Packaging: Must be in sturdy, corrugated cardboard boxes, packed to prevent damage during transit. Boxes must support stacking up to 60 inches. Each box must not exceed 20 pounds. Specific labeling requirements include manufacturer name, order number, product name, quantity, lot/batch number, and handling instructions (e.g., "This side up", "DO NOT CRUSH", "STORE IN A COOL DRY PLACE").

• Testing: USDA-APHIS reserves the right to perform primary testing on product materials before contract award and Quality Assurance (QA) testing after procurement. Vendors may be required to supply representative samples for testing.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Wing Trap Kits for the USDA APHIS in Edinburg, TX. The purpose of these traps, which use attractants, is to detect, monitor, and aid in the control of insect populations, including non-indigenous pests, to prevent extensive damage and costly eradication efforts.

• The primary deliverable is "Wing trap kits, paper" (CLIN 0001) and "Wing trap kits, plastic" (CLIN 0002).

• Estimated quantities: 7,000 units of paper kits and 5,000 units of plastic kits.

• Delivery is required within 45 days after receipt of order.

• The Period of Performance is from 06/29/2026 to 08/13/2026.

• Technical data and supporting documentation are available via Attachment 1: "12639526Q0058 SoW Wing Trap Kit.pdf".

• Anticipated contract type: Firm-fixed-price.

• Contract duration: One (1) one-year base period and four (4) one-year option periods, not to exceed five (5) years total.

• The government intends to make one award.

• Offerors must submit pricing for all items to be considered responsive.

• Quotes will be evaluated based on Lowest Price, Technically Acceptable (LPTA).

• Evaluation criteria include: Technical Approach, Price, and Past Performance.

• Technical Proposal: Must demonstrate ability to meet schedule requirements and explain any unmet requirements.

• Price Proposal: Must include pricing for all line items in the Schedule of Items.

• Past Performance: Will be evaluated as Acceptable or Neutral.

• Award will be made to the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral. Tradeoffs will not be conducted.

• Offerors must have an active entity registration in the System for Award Management (SAM).

• Offers are due by June 23, 2026, at 17:00 ET.

• Offerors agree to hold prices firm for 90 calendar days from the offer due date.

• The solicitation is for commercial items.

• Specific clauses related to small business concerns, HUBZone, and other set-asides are listed and may be applicable.

• Delivery is F.O.B. Destination.

• The solicitation incorporates numerous FAR clauses and provisions by reference. Offerors are responsible for reviewing and complying with all applicable clauses.
