Scope of Work
DISA seeks WIDS solutions that can continuously monitor the 70 MHz to 6 GHz RF spectrum. Key requirements include:
- 100% passive operation with zero RF emissions.
- Compliance with ICD 705 acoustic/RF shielding standards.
- Ability to perform site validation surveys, system engineering design (supporting Authority to Operate), procurement, installation, configuration, testing, validation, and training services.
Technical Characteristics
- Frequency Monitoring: 70 MHz to 6 GHz, covering Wi-Fi, Bluetooth, cellular (GSM, CDMA, LTE, 5G), and IoT protocols.
- Connectivity: Hardwired only; no wireless connectivity authorized.
- Threat Detection: Real-time identification and geolocation of unauthorized wireless emissions and Portable Electronic Devices (PEDs) to room/zone level, displayed on a digitized floorplan.
- Air-Gapped Operation: Must function at 100% capacity in a completely offline environment without cloud or external telemetry.
- Compliance: Trade Agreements Act (TAA)-compliant hardware, approved for Department of War National Security Systems, and adherence to NDAA Section 889 prohibitions.
Requested Information
Respondents should provide a white paper (max 5 pages) detailing:
- Corporate capabilities, CAGE Code, facility clearance, and CMMC level.
- Small Business socio-economic status (if applicable).
- Eligible prime contract vehicles (e.g., ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, GSA contracts).
- Details on a potential WIDS solution meeting the minimum technical characteristics, or a similar solution with listed deviations.
