Scope of Work
The contractor will provide all equipment, supplies, and labor for RI activities at four areas on Woody Island (CT Site, Building 605, Former Tank Farm and Pipeline Area, Former Communications and Housing Facility) and the Kodiak ATCT. Key tasks include:
- Soil and groundwater sampling, soil screening, and monitoring well installation/development/sampling, adhering to ADEC Field Sampling Guidance.
- Delineating the lateral and vertical extent of contamination using direct read field instruments (XRF, PID), historical data, and professional judgment.
- All RI activities must be overseen by a Qualified Environmental Professional (QEP) as defined by 18 AAC 75.333.
- Analytical sampling for media and analytes specified in the SOW, including silica gel cleanup for samples with high organic material.
- Investigation of non-petroleum contamination (PCBs, RCRA metals) at the Former Communications and Housing Area on Woody Island.
- Soil borings using direct push drill rigs or hand tools where inaccessible, with continuous coring and detailed logs.
- Test pits advanced to native soils or until groundwater precludes deeper excavation.
- Installation of permanent monitoring wells according to ADEC guidance, with flush-mounted wells unless site conditions dictate otherwise.
- Groundwater sampling using low flow methods and in-well data collection systems (pressure transducers) for continuous CTD data.
- GPR surveys and utility locate services prior to intrusive work.
Special Considerations
Both Woody Island and Kodiak Island are not connected to the state's road system, requiring access primarily by boat or plane. Access to the Kodiak ATCT, located within USCG Base Kodiak, must be coordinated with the USCG.
