This document provides answers to questions raised regarding the site visit for the SAM.gov opportunity.

• Checklists: Checklists will be located in janitor's closets on each floor. The cleaning crew will use these to mark completed tasks per floor and return them. Inspectors will review the work the following day.
• Cleaners and Tools: Contractors can use their own cleaners and tools, provided they meet contract requirements. A list of all cleaning products must be submitted and approved beforehand.
• Steam Cleaners: Steam cleaners are permissible for tile floors, as long as they do not damage the floor, surrounding objects, or the wax coating.
• Inspection Responsibility: The contractor is responsible for providing a Supervisor for Quality Control. The Forest Service will provide an Inspector for Quality Assurance.
• Waste Disposal: Recycled materials should be placed in a blue bin outside next to the dumpster. Cardboard is only to be removed by the contractor if it originated with them, in which case it goes in the metal dumpster. Contractors are not responsible for emptying shredded material or locked paper recycle bins.
• Ladders: A ladder can be provided by the Forest Service upon request for high dusting (7-14 feet).
• Initial Cleaning Time: Additional time for initial building cleaning can be discussed during the pre-work meeting.
• Light Fixtures: Lights on the 1st-floor stairwell are considered part of glass/mirror cleaning.
• Safety Plan: Contractors can submit a safety plan stating they will follow the building's safety plan.
• PWS Access: The Performance Work Statement (PWS) can be accessed via SAM.gov or by contacting the main contractor.

These clarifications provide specific details on operational procedures, material usage, responsibilities, and access to key documents, which may influence how bidders prepare their proposals and plan their approach.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for Janitorial Services for the White River National Forest (WRNF) Supervisor's Office in Glenwood Springs, CO. The acquisition is a Total Small Business Set-Aside.

• Provide janitorial services for approximately 7600 sq ft of floor space.

• Furnish all equipment, transportation, labor, supervision, and supplies (except government-furnished items).

• Maintain the building in a clean, sanitary, and acceptable condition.

• Services include cleaning carpeted (approx. 5800 sq ft) and tile/linoleum (approx. 1700 sq ft) areas.

• Period of Performance:

  • Base Year: April 1, 2026 - March 31, 2027
  • Option Year 1: April 1, 2027 - March 31, 2028

  • Option Year 3: April 1, 2029 - March 31, 2030
  • Option Year 4: April 1, 2030 - March 31, 2031

• Total contract duration not to exceed five (5) years.

• Offerors must submit a technical proposal, a price proposal, and contractor representations and certifications.

• Price proposal must include pricing for the base period and all option periods as detailed in Attachment 3 - Schedule of Items.

• Evaluation Criteria: Highest technically rated quotation with fair and reasonable pricing and acceptable or neutral past performance.

• Technical Approach, Past Performance, and Price will be evaluated.

• Offerors must have an active entity registration in the System for Award Management (SAM).

• Offerors agree to hold prices firm for 90 calendar days from the offer due date.

Performance Work Statement (PWS)

To provide janitorial services for the White River National Forest (WRNF) Supervisor's Office located at 900 Grand Avenue, Glenwood Springs, CO 81601. The goal is to maintain the building in a clean, sanitary, and acceptable condition.

• The contractor shall furnish all equipment, transportation, labor, supervision, and supplies, except for Government-furnished items.

• Services include cleaning, sanitizing, and maintaining various areas such as restrooms, offices, break rooms, and common areas.

• Specific tasks include trash removal, glass and mirror cleaning, metal surface cleaning, floor care (sweeping, mopping, vacuuming), dusting (low and high), and cleaning of specific items like blinds, chairs, baseboards, and tile walls.

• The contract period is anticipated to commence April 1, 2026, and continue through March 31, 2027, with four potential option years.

• Performance will be evaluated based on Acceptable Quality Levels (AQLs), with a target of 95% AQL.

• Services must meet specific standards outlined in the PWS for frequency and quality.

• Performance Requirements Standards Summary Tables detail specific tasks, performance standards, methods of surveillance, and positive/negative incentives.

• Nonconforming or incomplete performance may result in deductions or termination.

• Subcontracting: Government reserves the right to approve/disapprove subcontractors.

• Security Requirements: Contractor must comply with USDA Directive 4620-002 for Personal Identity Verification (PIV) of employees and ensure building security.

• Deliverables: Includes Personnel information, Safety Plan, Quality Control Program, Cleaning Operations and Stewardship Plan, Affirmative Procurement Plan, MSDS Sheets, Schedule, and Checklist.

• Government Furnished Property: Includes vacuum cleaner, shop vacuum, mop bucket, brooms, utility cart, ladder, paper towels, toilet paper, trash receptacle liners, "wet floor" signs, cleaning checklists, and liquid hand soap/room freshener.

Wage Determination

This document is a Wage Determination (No. 2015-5439, Revision No. 28) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It specifies the minimum wage rates and fringe benefits required for various occupations in Colorado, specifically for the "Area: Colorado Counties of Eagle, Garfield, Lake, Moffat, Pitkin, Rio Blanco, Routt."

• Occupational Wage Rates: The document lists numerous occupations with their corresponding minimum hourly wage rates. These rates are applicable to service employees performing work under a contract covered by the Service Contract Act in the specified geographic area.
• Fringe Benefits: All listed occupations receive specific fringe benefits, including:
  • Health & Welfare: $5.55 per hour (or $222.00 per week / $962.00 per month).
  • Health & Welfare (EO 13706): $5.09 per hour (or $203.60 per week / $882.27 per month) for contracts covered by EO 13706.
  • Vacation: 2 weeks after 1 year, 3 weeks after 5 years, 4 weeks after 15 years of service.
  • Holidays: A minimum of eleven paid holidays per year.
• Special Provisions:
  • Hazardous Pay Differential: An 8% differential applies for work involving ordnance, explosives, and incendiary materials. A 4% differential applies for work with lower degrees of hazard related to these materials.
  • Uniform Allowance: Contractors must furnish uniforms or reimburse employees for their cost, including maintenance ($3.35 per week or $0.67 per day for cleaning/maintenance, unless "wash and wear" materials are used).
  • Executive Order 13706 (Paid Sick Leave): Applies to contracts awarded on or after January 1, 2017, requiring 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually.
  • Executive Order 13658 (Minimum Wage): Applies to contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed/extended after January 30, 2022), requiring a minimum wage of $13.30 per hour (or the applicable wage determination rate, if higher) for 2025.
• Conformance Process: Outlines the procedure for classifying and determining wage rates for occupations not explicitly listed in this determination, requiring contractor submission of a Standard Form 1444 (SF-1444).
