WWVH Government Property Relocation

This solicitation is for the relocation of government property at the WWVH Radio Station in Kauai, Hawaii. The project aims to provide space for an ongoing construction project by relocating government property into contractor-furnished storage containers. The contractor will provide, deliver, and install two unconditioned 20' storage containers and one 40' conditioned storage container, including electrical connections for the conditioned container.

• Provide, deliver, and install two 20' unconditioned and one 40' conditioned storage containers.

• Equip one 20' container with shelving along both walls; equip the other 20' container with three 5' wide shelves.

• Provide plywood and blocking as needed to level containers and protect the ground.

• Provide all necessary labor and equipment to relocate government property from WWVH premises into the storage containers.

• Provide labor and equipment to move government property from storage containers back into WWVH at the conclusion of the project.

• Arrange for removal of storage containers from the site and return to the supplier.

• Coordinate with WWVH renovation contractor and electrician for electrical connections to the conditioned container.

• Comply with USACE EM-385 Standards for safety.

• Provide a preliminary schedule with minimum milestones (mobilization, container review, delivery/pickup, electrical connection, property relocation).

• Submit submittals, including Container/General Requirements, Quality Control Plans, and Site-Specific Safety Plans.

• The period of performance for the base scope (Task 1) is 12 months, from 08/10/2026 to 08/09/2027.

• Option Period 1 (Task 02) is for 12 months, from 08/10/2027 to 08/09/2028.

• Option Period 2 (Task 03) is for 6 months, from 08/10/2028 to 02/09/2029.

• Option Period 3 (Task 04) is for 6 months, from 02/10/2029 to 08/09/2029.

• Task 05 is for Closeout.

• Payment will be made upon completion and Government acceptance of the initial relocation of government property into storage containers. Thereafter, payment for container lease/procurement services will be made monthly. Final payment is upon completion and acceptance of all closeout activities.

• Verbal explanations given before award will not be binding. Any changes will be made in writing by issuing amendment(s).

• Access to WWVH shall be granted to the Contractor for the entire period of performance.

• Regular business hours are 7 AM to 5 PM, Monday - Friday.

• Contractor must comply with NIST General Contractor Requirements and WWVH Government Property Relocation supplemental documents.

• NIST requires electronic invoice submissions via email to INVOICE@NIST.GOV and payment requests through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).
