Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the repair by replacement of the roof on Building 201 at Tinker Air Force Base, Oklahoma.

• Furnish design services, materials, labor, plant, tools, transportation, equipment, testing services, quality control, and incidentals for roof repair.

• Perform a site investigation to verify existing conditions, potentially using thermal imaging or Unmanned Aerial Systems (UAS)/drones.

• Identify and procure necessary logistical, architectural, and structural work elements.

• Provide complete, fully operating, and functioning roof system assemblies.

• The work includes architectural demolition (removal of existing roof system, flashings, blocking, insulation, etc.) and architectural construction (installation of a new EPDM roof membrane system).

• Specific tasks include demolition of existing roof components, installation of new EPDM sheet, rigid insulation, tapered insulation, cover board, prefabricated curbs, walk pads, wood nailers, and secondary drainage systems.

• Metal work includes new counter flashing, expansion joints, cap metal, gutters, and downspouts.

• Pipe and conduit supports are also to be installed.

• The complete roof system assembly must be rated and installed to resist wind loads calculated in accordance with ASCE 7.

• EPDM sheet must be a minimum 90 mil thickness, white in color, and meet specific solar reflective index requirements.

• Insulation must achieve an average R-value of 24 and a minimum slope of 1/4-in. per foot.

• Metal work requires a specific PVF2 coating.

• A 30-year no dollar limit roof system materials and installation workmanship warranty is required from the manufacturer.

• A two-year warranty from the roofing system installer is also required.

• A 2" hail warranty is required for the new system.

• The work is to be performed at Building 201, Tinker Air Force Base, Oklahoma.

• Construction is to take place during normal duty hours (0700 – 1600 Monday-Friday), with utility outages as an exception.

• Contractor personnel must have current/valid licenses and certifications.

• Key personnel requirements include a Project Manager (PM), Quality Control Manager (QCM), and Site Safety and Health Officer (SSHO), with specific experience and qualification requirements.

• Contractor employees must be easily recognized (e.g., distinctive clothing or badges).

• Foreign Object Debris (FOD) awareness and prevention training is required for all contractor personnel.

• The work is not located in an airfield operations area.

• Affirmative procurement requirements apply to EPA-designated items, USDA-designated biobased items, Energy Star products, and FEMP Low Standby Power products.

• Environmental Management (EM) survey indicates lead-based paint concerns for roof vents.

• All electronic correspondence must follow a standardized subject line naming convention.

• Contractor shall submit various documents including submittals, drawings, daily reports, progress reports, and working documents.

• Minimum guidance documents include UFCs, DoD building codes, and Tinker AFB facility standards.

• A submittal register must be reviewed and revised.

• Rubbish and debris must be removed daily.

• Screening/dust protection is required.

• No Government Furnished Property is included.

• Contractor shall limit storage of materials to the immediate construction site unless a request is submitted and approved.

• An 'OR EQUAL' clause is in effect for specified manufacturers and model numbers.
