The contractor shall provide one (1) X-Ray Luggage Scanner (P/N 00-13-1XDV-21 or equal) that meets the detailed Salient Characteristics and ACSTL requirements. The machine must be semi-portable, capable of displaying digitized transmission radiographic images from at least two perspectives, and differentiate material types. Key technical specifications include:

  • Dimensions: Length not greater than 115 in, Width not greater than 60 in, Height not greater than 75 in, Weight not greater than 2300 lbs. Tunnel size not less than 40 in x 40 in. Note: Dimensional variations are acceptable if key functional and compliance requirements are met, as clarified in the Q&A.
  • Operational: 100% Duty Cycle, no warm-up, dual-view/multi-view, operating temperature 32-104°F.
  • Features: Threat Image Projection, Dual color monitors, 485 lbs conveyor load, High Resolution sensor, Image Enhancement. Note: Automatic Liquids Detection is not required for explosive detection.
  • Compliance: Must be on the approved ACSTL (not conditionally approved or grandfathered).

Submission & Evaluation

Offerors must submit a two-volume proposal:

  • Volume 2: Technical (demonstrating understanding of tools, equipment, personnel, and facilities). Evaluation will be based on Price and Technical factors, with award made to the offeror providing the best value to the Government. Technical subfactors will be rated "Acceptable" or "Unacceptable." Only the five lowest-priced and technically acceptable proposals will be considered.
