This document provides responses to vendor questions regarding the specifications and requirements of the opportunity.

• Dimensional Variations: The government will consider variations in the dimensions of X-ray machines, provided key functional and compliance requirements are met. The 115-inch length requirement is flexible as long as operational requirements are met.
• Automatic Liquids Detection: This feature is not required for explosive detection.
• ACSTL-Approved Vendors: Vendors meeting all specifications except for the 115-inch length are acceptable, as this length was tailored to the entire scanner.
• Acceptable Deviations: Systems with deviations from proposed specifications are acceptable for evaluation if they meet key functional and compliance requirements (TSA ACSTL Qualified Listing, Dual-view imaging capability, and material discrimination and threat detection features).

Vendors can propose systems with variations in physical dimensions, particularly length, as long as the core functional and compliance requirements are satisfied. This offers flexibility in system selection.

Salient Characteristics

This document outlines the "Salient Characteristics" for Baggage X-Ray Machines required by the 325th LRS/LGRD ATF office. The machines are intended to function similarly to those used by the Transportation Security Administration (TSA) at commercial airports for screening passenger carry-on and checked baggage to ensure safety and prevent unauthorized items from being loaded onto aircraft. The Air Force requires these machines to meet USTRANSCOM and AMC passenger baggage screening requirements and to provide a second level of screening for flight safety. The machines must be on the approved Air Cargo Screening Technology List (ACSTL) and cannot be on the Conditionally Approved or Grandfathered list.

• Type: Semi-Portable (maneuverable by no more than two people).

• Functionality: Displays digitized transmission radiographic images, capable of differentiating material types (e.g., nylon vs. explosives vs. PVS under steel).

• Image Display: Must display images scanned from at least two perspectives.

• ACSTL Compliance: Must be on the approved Air Cargo Screening Technology List (ACSTL).

• Dimensions:

  • Length: Not greater than 115 in.
  • Width: Not greater than 60 in.
  • Height: Not greater than 75 in.
  • Weight: Not greater than 2300 lbs.
  • Tunnel Size: Not less than 40 in x 40 in.

  • Duty Cycle: 100%, No Warm-Up Procedure Required.
  • Views: Classification dual view, and/or multi-view.
  • Operating Temperature: 32-104°F.
  • Storage Temperature: 0-120°F.
  • Power Supply: 110-120 volt.

• Features:

  • Threat Image Projection.
  • Automatic Liquids Detection.
  • Dual color monitors (support two computer monitors).

• "Medium Aperture" Capacity: Can accommodate screening of air cargo with item sizes up to 80 cm (31.5 in) wide by 60 cm (23.6 in) high by 120 cm (47.2 in) long and 100 kg (220.5 lbs), and up to 122 cm (48 in) wide by 153 cm (60.2 in) high by 122 cm (48 in) long and 1,000 kg (2,205 lbs).

• Accessories: Must include entry/exit roller tables (minimum 20in, not exceeding 36in per table).

• Safety: Entry/Exit tunnels to protect personnel from reaching into the scanner during operation.

• Twelve-month warranty after installation (one year, parts and labor).

• Vendor must promptly expedite warranted parts to 325th Logistics Readiness Squadron.

• Warranty start date commences upon completed delivery.

• Set-up/installation included in purchase.

• Training program included in purchase.

This solicitation is for the procurement of an X-Ray Luggage Scanner, identified by P/N 00-13-1XDV-21 or equal, in accordance with the Air Cargo Screening Technology List (ACSTL) requirements and Salient Characteristics. The requirement is for FY26.

• One (1) X-Ray Luggage Scanner (P/N 00-13-1XDV-21 or equal).

• Must meet ACSTL requirements and Salient Characteristics.

• Technical Approach must demonstrate an adequate understanding of tools, equipment, personnel, understanding, and facilities necessary for the X-Ray requirement.

• Evaluation will be based on Price and Technical factors.

• Award will be made to the offeror determined to provide best value to the Government.

• The government will assign a rating of "Acceptable" or "Unacceptable" for the technical subfactor.

• Only the five lowest price and technically acceptable proposals will be considered.

This document is the Non-SSI (Non-Sensitive Security Information) TSA Air Cargo Screening Technology List (ACSTL), Version 12.9, released on September 30, 2025. It serves as a guide for regulated parties to procure screening devices and associated trace consumables in accordance with TSA-approved security programs.

• Technology Qualification Groups: The list is organized into five groups: Visual Image (VI) Devices, Explosive Trace Detection (ETD) Devices, Metal Detectors (MD) Devices, Explosive Detection Systems (EDS), and Carbon Dioxide (CO2) Monitors.
• Technology Sections: Within each group, devices are categorized into three sections: Qualified, Approved, and Grandfathered.
  • Qualified: Devices that have passed TSA-sponsored testing.
  • Approved: Devices conditionally approved, undergoing or scheduled for field testing (up to 36 months to pass).
  • Grandfathered: Devices currently qualified but with a stated expiration date; not recommended for new procurement.
• Device Specifications: For each qualified device, the list includes vendor, model number, part number, material discrimination capability, number of views, capacity, operating and max voltage, and qualification date.
• Appendices: Includes information on Trace Consumables and a list of third-party vendors.
