This document is a notice of intent to solicit, negotiate, and award a sole source contract for the F-35 Joint Program Office (JPO). The acquisition is for support related to Foreign Military Sales (FMS) customers, specifically establishing connectivity between a Mission Data (MD) development site and a MD Validation & Verification (V&V) site, and providing necessary hardware and software for development and testing. This effort is referred to as XRL Integration and supports the creation of FMS Mission Data Files (MDF).

• Establish connectivity between MD development site (Eglin AFB, FL) and MD V&V site (Lockheed Martin Aeronautics, Fort Worth, TX).

• Provide required hardware and software for development and test.

• Procure, deliver, and install necessary hardware, software, and network infrastructure to support MDF efforts and interconnectivity.

• The proposed North American Industry Classification System (NAICS) code is 334511: Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

• The small business size standard for NAICS 334511 is 1,350 employees.

• One or more items are subject to Free Trade Agreements.

• Responsible sources may submit a capability statement within fifteen (15) days after the publication date of this notice.

• Potential offerors must possess a Secret security clearance to be eligible for award.

• The government will provide a DD-254 form if a solicitation is released.

• Lockheed Martin Aeronautics (LM Aero) is identified as the sole designer, developer, and integrator of the F-35 aircraft.

• LM Aero is stated to be the only entity with the necessary experience, proprietary software, and technical expertise to equip the reprogramming laboratory and integrate it with a complimentary reprogramming facility.

• LM Aero is considered the only known qualified source able to fulfill the specified requirements.

This notice indicates the F-35 Joint Program Office's (JPO) intent to solicit, negotiate, and award a sole source contract to Lockheed Martin Aeronautics (LM Aero) for support of Foreign Military Sales (FMS) customers. The acquisition falls under NAICS code 541512, Computer Systems Design Services.

• Establish connectivity between a Mission Data (MD) development site at Eglin AFB, FL, and a MD Validation & Verification (V&V) site at Lockheed Martin Aeronautics in Fort Worth, TX.

• Provide required hardware and software for development and testing related to XRL Integration and the creation of FMS Mission Data Files (MDF).

• Procure, deliver, and install necessary hardware, software, and network infrastructure to support MDF efforts and interconnectivity.

• The contract will be awarded on a sole source basis to LM Aero, citing "Only One Responsible Source And No Other Supplies or Services Will Satisfy Agency Requirements."

• LM Aero is identified as the sole designer, developer, and integrator of the F-35 aircraft with the necessary experience and proprietary software.

• Responsible sources may submit a capability statement within fifteen (15) days of this notice.

• Potential offerors must possess a Top-Secret security clearance to be eligible for award.

• This is a sole source notice, with LM Aero identified as the only known qualified source.

• A DD-254 form will be provided if a solicitation is released.
