Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to improve the functionality and visual integration of the flagpole area at Fort Frederica National Monument (FOFR) while maintaining compatibility with the historic character of the Visitor Center setting. Key objectives include installing lighting for evening flag display, rehabilitating the flagpole to prevent corrosion, constructing a Faux Tabby Finish concrete sidewalk, providing a brick-clad pedestal, and installing benches.

The contractor will be responsible for all labor, supervision, materials, and equipment to complete the following:

• Surface preparation and full coating rehabilitation of the existing steel flagpole, including lead-based paint compliance.

• Installation of underground electrical service from the Visitor Center to the flagpole area.

• Installation of lighting, transformer, controls, pedestal, and associated conduit systems.

• Construction of new concrete walkway areas with a Faux Tabby Finish.

• Construction of a framed and brick-clad architectural pedestal around the existing flagpole footing.

• Furnishing and installation of two exterior benches.

• Lead-based paint remediation must comply with OSHA 29 CFR 1926.62 and EPA RRP Rule.

• Coating system must achieve a total Dry Film Thickness (DFT) between 8 and 12 mils.

• Concrete walkways must be 4" thick with a minimum compressive strength of 4,000 psi.

• Brick veneer construction details and mortar joint specifications are provided.

• Benches must be resistant to corrosion, rot, and UV degradation.

Work is to be performed at the Fort Frederica National Monument (FOFR) flagpole area near the Visitor Center, located at 6515 Frederica Rd., St. Simon Island, GA 31522.

• Lead-safe work practices are mandatory due to confirmed lead-based paint on the flagpole.
• All work must protect historic, cultural, and natural resources.
• Archeological monitoring may be required for ground-disturbing activities.
• Public and visitor safety must be maintained, with temporary barriers and closures as needed.
• The contractor must provide various pre-mobilization and closeout deliverables, including work plans, product data, warranties, and waste disposal documentation.
