This notice is for market research purposes to gather information on potential businesses and their qualifications for a future competitive acquisition. Proposals are not being requested at this time. The Bureau of Land Management (BLM) will use this information to develop an acquisition strategy, including determining if a small business set-aside is appropriate.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for the Design-Build Contractor (DBC) to design and construct a replacement for the Elko District Office Administration Building and a new Forest Service Office. The project also includes site improvements and demolition of the existing BLM office.

• Design and Construction: Develop integrated design solutions and construct a new BLM District Office (approx. 19,000 sq ft) and a new US Forest Service (USFS) District Office (approx. 7,170 sq ft).

• Site Improvements: Design and construct new site layout, including phased grading and drainage, traffic patterns, parking, security, xeriscape landscaping, and automated irrigation.

• Demolition: Demolish the existing BLM office building and cap associated utilities.

• Phased Construction: The project will be phased to allow the existing BLM office to remain operational until the new facilities are ready for occupancy.

• Buildings must conform to "Guiding Principles for Sustainable Federal Buildings, 2020."

• New BLM District Office must not exceed 19,000 GSF.

• USFS Building must not exceed 7,170 GSF and will have its own power service.

• Energy performance must be 30% better than ASHRAE 90.1-2019 or 2021 IECC.

• Compliance with specific codes and standards (e.g., NIST Handbook 135, NFPA).
