Scope of Work

The project involves comprehensive rehabilitation of the Jacob Riis Parking Lot's front entry. Key tasks include:

  • Demolition of existing vehicular pavements, fencing, signage, bollards, and barriers.
  • Re-configuration of the vehicle entry queue, installation of new vehicular pavement, automated fee collection infrastructure, and striping.
  • Razing of the parking lot staff building (Building 609).
  • Construction of electrical and telecommunications utilities to support the new automated fee collection system.
  • Installation of new anti-climb site fencing.
  • Reconfigured pavement striping for pedestrian and vehicular circulation.
  • Installation of ABA accessible parking stalls and accessible pedestrian walks to the beach.
  • Updates to wayfinding signage and parking lot lighting around new pay stations. All work must adhere to the Secretary of the Interior's Standards for the Treatment of Historic Properties.

Contract Details

This will be a single prime contract with an estimated construction magnitude between $1 Million and $5 Million. The North American Industry Classification System (NAICS) code is 237310 – Highway Street and Bridge Construction, with a Small Business Size Standard of $45 Million. The performance period is 10 calendar days to begin after award, with completion required within 200 calendar days after the Notice to Proceed. Liquidated damages are set at $2,654.14 per calendar day of delay. Bid, performance, and payment bonds are required. Certified Cost and Pricing Data is now required for this competitive bid. Limitations on Subcontracting apply, and prevailing wages (Davis-Bacon Act) for New York State (GDN NY20260003) must be observed.

Submission & Evaluation

Offers are due by June 3, 2026, at 9:00 AM MT, and must be submitted via email to Rachel_dyer@ios.doi.gov. Proposals must include pricing for all base line items and all option line items as detailed in the Contract Price Schedule Template.
