Sources Sought Notice

This notice is issued by the Bureau of Reclamation, Upper Colorado Basin, to identify potential sources for the Lower San Acacia Reach Improvements (LSARI) Project Design-Build. This is for information and planning purposes only and is not a solicitation. Responses may influence whether the acquisition is set aside for small businesses or procured as an unrestricted solicitation.

The project involves the design and construction of approximately 15 miles of river realignment in the Lower San Acacia Reach of the Middle Rio Grande, located between the Bosque del Apache National Wildlife Refuge and Elephant Butte Reservoir (River Miles 74 to 59.5). The Bureau of Reclamation will complete a 30% design, modeling, and technical reports. The selected contractor will be responsible for advancing the design to 100%, construction, and post-construction services.

• Final design and engineering for river realignment.

• Construction of a new river channel alignment.

• Major earthwork, excavation, grading, and channel shaping.

• Installation of riprap, erosion protection, and a flow control structure.

• Water diversion and management during construction, maintaining uninterrupted water delivery.

• Environmental and cultural compliance support, permitting, and monitoring.

• Vegetation restoration and 36-month revegetation monitoring.

• Post-construction acceptance testing, as-built documentation, and training.

• This is a Sources Sought notice, not a request for proposals.

• Interested sources should submit a capabilities statement.

• The government is seeking to identify small businesses with the technical expertise and bonding capability.

• Information gathered may be used to determine a small business set-aside.

Respondents must provide:

• Firm's name, address, POC, email, UEI.

• Business classification (size, socioeconomic status).

• Bonding capability (single and aggregate limits).

• Capabilities statement detailing experience on similar projects (prime contractor). Provide details for 3-5 similar projects completed in the past three years, including size, scope, contract value, and percentage of work performed by the firm.

Statement of Objectives (SOO)

This document outlines the objectives for the Lower San Acacia Reach Improvements Project, a design-build effort to realign approximately 15 miles of the Rio Grande in San Marcial, New Mexico. The project aims to improve river conveyance, enhance water delivery to Elephant Butte Reservoir, optimize sediment management, and support ecosystem health.

The project involves two main segments: the Lower Segment (approximately 8 miles, downstream of the railroad bridge) which will be completed under this contract, and the Upper Segment (approximately 7 miles, upstream of the railroad bridge) which will be completed under a separate contract. The design-build contractor will be responsible for:

• Design Phase: Engineering, data collection, geotechnical investigations, materials testing, final design development, environmental and cultural compliance, and permitting.

• Construction Phase: Implementing river realignment, managing water control, ensuring environmental and cultural compliance, and performing construction activities.

• Post-Construction Phase: Acceptance testing, providing training and technical support, completing as-built drawings, and monitoring revegetation success for 36 months.

• Design: Development of 60%, 90%, and final design drawings, specifications, and cost estimates, including a Basis of Design Report.

• Construction: River realignment, connection/disconnection of existing river infrastructure (Rio Grande, Low Flow Conveyance Channel, Elmendorf Drain), and revegetation.

• Environmental: Contractor is responsible for environmental compliance and permitting not provided by the Government, including NEPA, NHPA, ESA, CWA (Sections 401, 402, 404), and Section 408 compliance.

• Safety: Strict adherence to Reclamation Safety and Health Standards (RSHS), OSHA, and other applicable safety regulations.

• Quality Control: Implementation of a comprehensive Quality Control Plan (QCP) for both design and construction phases.

• Contract Type: Design-Build.

• Segments: The contract is structured with three CLINs: Lower Segment Design Services (CLIN 0001), Lower Segment Construction Services (CLIN 0002), and Lower Segment Post-Construction Services (CLIN 0003).

• Pricing: Offers will be considered for Price Schedule A (Design) or Price Schedules A and B (Design and Construction), depending on available funds. Pricing breakdown is required for both design and construction.

• Phase 1: Request for Qualifications (RFQ) / Statement of Qualifications (no price schedules required).

• Phase 2: Request for Proposals (RFP) - Offerors will submit price schedules with their proposals.

• Award: Based on the combination of price schedules and technical proposals providing the best value to the Government.

• Submittals: Numerous submittals are required throughout the project lifecycle, including design packages, safety programs, quality control plans, and progress reports, as detailed in Section 01 33 00.
