This document provides answers to vendor questions regarding the PAIS: Waste Water Tank Replacement solicitation (Solicitation 140P6326Q0022).

• Limits of Disturbance: Work is restricted to 20 feet from the roadway edge, unless otherwise approved. Field verification will occur jointly by the Park and Contractor before construction begins. Any disturbance outside approved areas requires coordination and approval from the Park.
• On-site Material/Equipment Storage: Contractors must coordinate with the park and provide a list of equipment and materials for storage. Storage areas will be designated by the park to protect resources and access.
• Material/Equipment Delivery (Loading/Unloading): The unloading location will be determined based on equipment type. All equipment must be clean and free of debris, vegetation, seeds, and mud. Equipment must be free of leaks and excessive residue, and will be inspected prior to unloading. Leaking equipment will not be permitted for use until corrected.
• Site Visit Sign-in Sheet: The sign-in sheet will be made available and is referenced as Attachment 2.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the failing existing 1,000-gallon concrete wastewater tank at the Fee Collection building with a new 1,000-gallon sealed polyethylene tank at Padre Island National Seashore (PAIS). The project aims to prevent groundwater infiltration, reduce operational costs, improve restroom capacity, and eliminate potential wastewater discharges, ensuring compliance with environmental protections and applicable codes.

• Removal and Disposal: Excavate, pump out, and properly dispose of the existing concrete wastewater tank and its contents. Dispose of demolition debris at an approved landfill.

• Installation of New Tank: Supply and install a new 1,000-gallon sealed polyethylene wastewater tank meeting NSF/ANSI Standard 61 or approved equivalent. This includes ballast anchoring, corrosion-resistant straps, proper positioning for gravity flow, and connection to existing plumbing.

• Site Preparation: Obtain necessary permits, establish construction barriers, conduct pre-construction surveys, locate underground utilities, and implement dust, noise, and traffic control plans.

• Backfilling and Restoration: Backfill excavation with compacted granular fill and restore the surface to original condition, including seeding with native grasses.

• Testing and Commissioning: Hydrostatically test the new tank for leaks and test system functionality. Provide as-built drawings, O&M manuals, and warranties.

• Demobilization: Remove temporary materials, clean the site, and obtain COR approval.

• All work must comply with International Plumbing Code (IPC) 2021, Uniform Plumbing Code (UPC), Texas Plumbing License Law, OSHA safety standards, and referenced ASTM standards.

• Materials must be new, defect-free, and certified for wastewater use.

• Backfill compaction to 95% standard Proctor density.

• Hydrostatic testing for leaks.

• Compliance with TCEQ waste disposal regulations and EPA guidelines.

• Place of Performance: Padre Island National Seashore, Fee Collection Building (Entrance Station #1), Corpus Christi, Texas.

• Performance Period: Complete all work within 60 calendar days of notice to proceed. On-site work is limited to non-peak visitation periods (weekdays, avoiding federal holidays), with weekend work requiring COR approval. Substantial completion followed by final acceptance within 14 days thereafter.

• Permits & Compliance: Contractor is responsible for obtaining all necessary permits (including TCEQ approvals) and complying with local, state, and federal laws, including OSHA, EPA, and NPS Resource Management Guidelines.

• Environmental Protections: Implement Storm Water Pollution Prevention, limit work during turtle nesting season (March-October) without COR approval, and handle hazardous materials per regulations.

• Safety: Comply with OSHA excavation and safety standards. Submit a detailed safety plan.

• Documentation: Submit a project schedule, submittal log, quality control plan, as-built drawings, O&M manuals, and warranties.
