This is a Pre-Solicitation Notice for construction services to rehabilitate the Polebridge Water System at Glacier National Park. It serves informational and market research purposes and does not constitute an Invitation for Bids (IFB) or Request for Proposals (RFP) at this time. The government is not currently seeking proposals.

Work generally includes:

• Construction of a new public water system.

• Installation of a new infiltration gallery, water storage tank, and water mains/service lines.

• Connection of four housing units and two administrative buildings to the new system.

• Installation of a new programmable logic controller (PLC), pump control panel, pump protection system, and tank monitoring system.

• Installation of fiber optic lines connecting to five buildings.

• The existing chlorination treatment system will remain unchanged.

• Type of Procurement: Firm-Fixed-Price Contract

• Magnitude of Construction: Between $1,000,000 and $5,000,000

• Estimated Period of Performance: October 15, 2026, through June 30, 2027

• Specific instructions for proposal submission will be included in the solicitation documents.

• The solicitation is anticipated to be issued electronically at SAM.gov in mid-June 2026.

• A complete copy of the project specifications will be provided with the solicitation.

• Set-Aside: Anticipated to be a Total Small Business Set-Aside. The government reserves the right to revise this determination.

• NAICS Code: 237110 – Water and Sewer Line and Related Structures Construction

• Small Business Size Standard: $45 Million.

• Vendors are required to obtain a Unique Entity Identifier (UEI) and maintain an active SAM registration to be eligible for award.

• This notice does not commit the Government to award a contract.

• Failure to respond does not preclude future participation.

• Vendors are encouraged to register in SAM.gov for notifications.

Market Research / Sources Sought

This notice is for market research purposes only to determine the availability of qualified contractors for the "Remodel the Visitor Center for New Exhibits at Golden Spike National Historic Park" opportunity. It is not a solicitation, and the government is not obligated to issue a solicitation or award a contract based on responses.

The National Park Service (NPS) is seeking information on contractors capable of performing construction services to rehabilitate the Polebridge Water System at Glacier National Park. The work generally includes constructing a new public water system with an infiltration gallery, water storage tank, and water/service lines to buildings. It also involves installing a new control panel, pump protection, and tank monitoring systems, and running fiber optic lines. The estimated construction magnitude is between $1,000,000 and $5,000,000.

The government is interested in capability statements from Small Business, Small Disadvantaged Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), and Indian Small Business Economic Enterprises (ISBEE).

• Technical Capability (experience with underground utilities, fire protection water systems, federal projects, or active facilities)

• Statement of interest in competing for a future solicitation.
