This document is a Synopsis of Proposed Contract Action for construction services at the Cle Elum Reservoir, approximately 8 miles northwest of Cle Elum, WA. The Bureau of Reclamation requires construction of shoreline protection along the reservoir edge. This is a new project for this location.

• The small business size standard is $45.0 million in gross annual receipts averaged over the previous three 1-year accounting periods.

• The Rough Order of Magnitude (ROM) for this project is between $1,000,000.00 and $5,000,000.00.

• The procurement will be competed as a total Indian Small Business Enterprise (ISBEE) set aside.

• Offerors must carry liability insurance with minimum coverage limits of $1,000,000 for personal injury, $1,000,000 per occurrence, and $1,000,000 for property damage.

• An electronic copy of the solicitation will be issued no sooner than 15 days from the date of this notice via https://sam.gov.

• The solicitation will close no sooner than 30 days after its issuance.

• Amendments will be posted on https://sam.gov.

• Entities must be registered in SAM.gov to do business with the Bureau of Reclamation and the Department of the Interior.

• This procurement is a total Indian Small Business Enterprise (ISBEE) set aside.

• Bids will be accepted from all responsive and responsible small business concerns.
