Project Overview
This project involves three primary areas of work to mitigate the effects of wildfire and flooding: constructing a new maintenance storage facility, removing contaminated debris, and improving road drainage.
Scope of Work
The work is divided into four areas under a single prime contract:
- Area 01 (Maintenance Storage Facility): Construction of a new warehouse building, concrete apron, and screened fence enclosure.
- Area 02 (Contaminated Debris Field): Removal and cleanup of contaminated debris (e.g., Conex boxes with Antimony, Lead) in the existing storage yard.
- Area 03 (Road Drainage - FR 545 Culvert): Removal and disposal of existing culvert/pavement, installation of new culvert pipes, and related earthwork/paving on FR 545 north of Bonito Meadow.
- Area 04 (Road Drainage - Bonito Meadow Culvert): Similar culvert replacement and roadwork on FR 545 east of Bonito Meadow.
Contract Details
- Contract Type: Firm-Fixed-Price (FFP)
- Magnitude: Between $1,000,000 and $5,000,000
- Period of Performance: June 1, 2026, to December 31, 2026. Performance must begin within 15 calendar days of Notice to Proceed (NTP) and be completed within 188 calendar days. Anticipated site work start is July 1, 2026.
- NAICS Code: 236220 (Commercial and Institutional Building Construction) with a $45 million size standard.
- Set-Aside: Total Small Business Set-Aside.
- Bonds: Performance and Payment Bonds are required within 15 days after award.
- Taxes: The project is not tax exempt; all Federal, State, and Local taxes must be included in proposals.
Submission & Evaluation

- Required Forms: Bidders must submit Project Experience, Past Performance Questionnaires (PPQs), and a Limitations on Subcontracting form. Previously submitted PPQs are acceptable.
