This notice seeks to identify small businesses with the technical expertise and bonding capability to construct Turnout Buildings for the Navajo-Gallup Water Supply Project (NGWSP). The information gathered will help determine the potential for a future solicitation as a total small business set-aside and inform the Government's acquisition strategy. This is not a Request for Proposals or Invitation for Bids.

The project involves constructing potable water delivery turnout buildings and associated improvements at 7 sites in northwest New Mexico. Work includes:

• Sitework (piping, access roads, fencing, surfacing, drainage)

• Steel piping connections to existing supply and distribution lines

• Fiberoptic cable infrastructure installation

• Precast concrete building and foundation construction (including geotechnical, foundation, and building design)

• Interior plumbing, mechanical, electrical, controls, instrumentation, security, and SCADA integration

• Flushing, testing, and disinfecting installed piping

• Estimated magnitude: $18,000,000 to $23,000,000

• Small Business Size Standard: $45.0 million

Seven sites located in northwest New Mexico between Gallup and Shiprock. Specific latitude and longitude coordinates are provided for each site.

This notice seeks to identify small businesses capable of constructing Turnout Buildings for the Navajo-Gallup Water Supply Project (NGWSP). The U.S. Bureau of Reclamation, Upper Colorado Basin (UCB) Region, Four Corners Construction Office (FCCO) is issuing this to gauge market interest and determine potential for a future solicitation, possibly as a total small business set-aside. This is not a solicitation for proposals or bids.

The project involves constructing potable water delivery turnout buildings and associated improvements at 7 sites in northwest New Mexico. Work includes sitework, buried piping, access roads, steel fencing, connections to existing steel lateral and distribution pipes, fiberoptic cable infrastructure, precast concrete buildings and foundations, interior piping, plumbing, mechanical, electrical, controls, instrumentation, security, and integration with the San Juan Lateral SCADA system. The Navajo Tribal Utility Authority (NTUA) will provide transformers for each site.
