Price is not evaluated in Phase I. A shortlist of up to three offerors will proceed to Phase II, which will involve technical and price proposals, including a Design Solution, evaluated using a best-value tradeoff process. Offerors must be registered as SDVOSB at veterans.certify.sba.gov and in SAM.gov prior to award.
