Scope of Work

• Architectural: Construction of new partitions, ceilings, soffits, doors, hardware, casework, millwork, and finishes. Asbestos-containing materials (ACM) removal and disposal.
• Electrical: Removal and replacement of electrical systems, installation of new power, lighting, controls, emergency lighting, telecommunications infrastructure, and electronic safety/security systems (fire alarm, access control, nurse call). Full commissioning is required.
• Mechanical: Demolition of existing systems, installation of a new Air Handling Unit (AHU), new air distribution, hydronic work, HVAC control systems, testing, adjusting, balancing (TAB), and enhanced commissioning.
• Plumbing & Fire Protection: Modification and installation of new plumbing for fixtures, and modifications/additions to sprinkler heads. Full commissioning is required.
• Structural: New floor and wall penetrations, infill of existing penetrations, installation of a new concrete housekeeping slab in the attic, and miscellaneous steel framing.

All work must comply with federal, state, and local building codes, including NFPA, UL, IBC 2003, NEC, and VA Information Security Handbook 6500.6, as well as Infection Control Risk Assessment (ICRA) requirements.

Eligibility & Submission Requirements

This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be registered in SAM.gov and verified/certified as SDVOSB in the SBA Small Business Search at the time of bid submission and award. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a $45 Million size standard.

All bids must be submitted via email to Devan.Bertch@va.gov. Required certifications include the Buy American Act Certificate (FAR 52.225-2) and the VA Limitations on Subcontracting Certificate (VAAR 852.219-75). A bid bond is required for bids exceeding $150,000 (20% of bid price, not to exceed $3,000,000), and Performance and Payment Bonds will be required for contracts over $150,000. Bids must provide at least 120 calendar days for Government acceptance.

Additional Notes

The project requires the use of Autodesk Construction Cloud Build Platform (ACC) for documentation and coordination. Bidders must adhere to the prevailing wage rates and fringe benefits outlined in the Davis-Bacon Act Wage Determination (NY20260117) for Steuben County, NY. New York sales tax exemption applies to construction materials.
