Opportunity Overview

The Department of Veterans Affairs (VA), through its PCAC office, has issued a Request for Proposals (RFP) for Project No. 549-24-425, "Replace Elevators Construction" at the Garland VA Medical Center in Garland, TX. This is a design-bid-build construction project to replace and modernize ten (10) electric and four (4) hydraulic elevators. The objective is to correct existing deficiencies and bring all elevators up to current codes, ADA standards, and VA TIL design guidelines.

Scope of Work

The project requires the contractor to provide all necessary resources, materials, labor, equipment, and supervision. Key tasks include:

  • Demolition and removal of existing structures.
  • Modernization and replacement of all 14 elevators, including work on elevator pits, machine rooms, control systems, hoist ways, machine drives, landing doors, phones, safety systems, car operation panels, door operators, signaling devices, and upgrading elevator cab interiors.
  • Installation of EMS Panorama for elevator monitoring.
  • Associated architectural, mechanical (e.g., AHU replacement, sump pumps), electrical (e.g., new lighting, panels), plumbing (e.g., relocating piping), fire protection, and telecommunications work to support the new elevator systems.
  • Compliance with all current federal, state, and local regulations, codes (e.g., IBC, NFPA, ASHRAE), and VA design guidelines.
  • A one (1) year repair clause and a one (1) year warranty are required.

Contract Details & Set-Aside

  • Contract Type: Firm-Fixed-Price.
  • Estimated Value: Between $10,000,000 and $20,000,000.
  • Period of Performance: 512 calendar days for construction, followed by a 365-day Guarantee Period Services (GPS) for all elevators after project acceptance. The contract will not close out until GPS is complete.
  • Set-Aside: This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must be certified by the SBA and listed in the SBA certification database at the time of proposal submission and award.
