This is a solicitation for a single firm-fixed-price contract for EHRM Infrastructure Upgrades Tier 1 Construction project 695-21-700 at the Clement J. Zablocki VA Medical Center (VAMC) in Milwaukee, WI. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is seeking proposals.

The project includes infrastructure improvements such as:

• Electrical upgrades (panels, power - normal and emergency)
• Bonding and UPS systems
• Building Management System interfaces
• HVAC assessment, upgrades, reconfiguration, expansion, and renovation
• Communication infrastructure (data outlets, patch panels, Cat 6A cabling)
• Physical security upgrades
• Fiber infrastructure backbone assessment and upgrades (campus-wide, inter-building)
• Diversified path installation to datacenter for WAN
• Hazardous material abatement

Specific buildings involved include: 3, 4, 5, 6, 7, 20, 43, 70, 97, 102, 107, 108, 109, 111, 112, 113, 115, 123, 144, 146, 147, 148, 150, 151, 152, and the site.

• Contract Type: Firm-Fixed-Price

• Period of Performance: Approximately 1,460 calendar days from Notice to Proceed (NTP).

• Magnitude of Construction: Between $50,000,000 and $100,000,000 (on the lower end of this range).

• The solicitation will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15.

• Evaluation will be conducted using tradeoff procedures as detailed in the solicitation.

• The solicitation is anticipated to be issued by early-mid January 2026.
