Contract Details & Requirements

This is a Firm-Fixed-Price contract. Offerors must be registered in SAM.gov and certified in SBA's VetCert program. Key requirements include:

  • A Bid Guarantee (20% of bid price or $3,000,000, whichever is less).
  • Payment and Performance Bonds (100% of contract price) within 10 days of award.
  • Compliance with Davis-Bacon Wage Determinations (FL20260218, Jan 2, 2026).
  • Adherence to Limitations on Subcontracting (VAAR 852.219-75), requiring the prime to perform at least 15% of the cost (excluding materials) with its own employees.
  • Submission of Safety and Environmental Record (Attachment 4) and Experience Modification Rate (EMR) (Attachment 7), with EMR required to be 1.0 or less.

Submission & Evaluation

  • Price will be evaluated for fairness and reasonableness using Attachment 9 (Base Offer Price Breakdown). Award will be made to the responsible offeror representing the Best Value to the Government. Technical and Past Performance factors are significantly more important than Price. The Government intends to award without discussions.
