Contract Details
This is a Firm-Fixed-Price contract utilizing a two-phase Design-Build selection process. The estimated magnitude of construction is between $50,000,000.00 and $100,000,000.00. The Period of Performance is approximately 730 calendar days from the Notice to Proceed. A Project Labor Agreement (PLA) will be required after contract award.
Set-Aside & Eligibility
This acquisition is conducted as an Unrestricted procurement. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. Prime contractors will be required to submit a Small Business Subcontracting Plan, detailing goals for various small business categories. Offerors must certify compliance with subcontracting limitations (e.g., not paying more than 85% of general construction costs to non-SDVOSB/VOSB firms, excluding materials).
Submission & Evaluation
Phase I proposals will be evaluated on Technical Approach, Technical Qualifications, and Past Performance. These proposals must include SF 1442 and the specified technical factors, excluding pricing sections. Resumes count towards the 35-page limit for technical qualifications. Offerors can submit one past performance project based on their proposed Designer of Record or major design subcontractor. A maximum of five Offerors will be selected for Phase II. Phase II proposals will be evaluated on Technical Solution, Draft Project Schedule, Small Business Participation, and Price. Award will be made to the responsible Offeror representing the best value to the Government using a Trade-Offs method. A bid bond is required for Phase II proposals.
