Quick Summary

The Department of Veterans Affairs (VA) is soliciting proposals for a Design-Build (DB) project to construct a new Chiller Plant (Building 153) at the Clement J. Zablocki VA Medical Center in Milwaukee, WI. This project, estimated between $50 million and $100 million, aims to replace the existing undersized chiller plant to meet increased cooling demands for the Main Hospital. This is an Unrestricted procurement. Proposals are due by May 22, 2026.

Scope of Work

The scope includes comprehensive architectural and engineering design services, construction of an approximately 11,500 SF Chiller Plant, and demolition of Building 109. Key deliverables involve relocating/protecting utilities, installing upgraded chilled-water capacity for Building 111, constructing a second-floor walkway to Building 113, and providing full generator backup. The project requires integration of all utility connections, adherence to physical security designs, and maintenance of traffic/access during construction. Design and construction must comply with VA Design Guides, Master Specifications, IBC, NFPA, OSHA, VHA Directive 1061 (Legionella prevention), and VA Energy conservation guidelines. Specific brand-name items are required for the Building Automation System (JCI MetaSys), Physical Security Access & Control System (JCI C Cure 9000), Fire Alarm System (Siemens Pytronics), and Door Hardware Lockset (Sargent).

Contract Details

This is a Firm-Fixed-Price contract utilizing a two-phase Design-Build selection process. The estimated magnitude of construction is between $50,000,000.00 and $100,000,000.00. The Period of Performance is approximately 730 calendar days from the Notice to Proceed. A Project Labor Agreement (PLA) will be required after contract award.

Set-Aside & Eligibility

This acquisition is conducted as an Unrestricted procurement. The NAICS code is 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. Prime contractors will be required to submit a Small Business Subcontracting Plan, detailing goals for various small business categories. Offerors must certify compliance with subcontracting limitations (e.g., not paying more than 85% of general construction costs to non-SDVOSB/VOSB firms, excluding materials).

Submission & Evaluation

Phase I proposals will be evaluated on Technical Approach, Technical Qualifications, and Past Performance. These proposals must include SF 1442 and the specified technical factors, excluding pricing sections. Resumes count towards the 35-page limit for technical qualifications. Offerors can submit one past performance project based on their proposed Designer of Record or major design subcontractor. A maximum of five Offerors will be selected for Phase II. Phase II proposals will be evaluated on Technical Solution, Draft Project Schedule, Small Business Participation, and Price. Award will be made to the responsible Offeror representing the best value to the Government using a Trade-Offs method. A bid bond is required for Phase II proposals.

Key Requirements & Notes

Amendment 0001 incorporates FAR Clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors," prohibiting racially discriminatory DEI activities. Responses to vendor questions clarify that a third-party CPM scheduling consultant is required, and the VA will contract an independent 3rd party Commissioning Agent. Dedicated on-site Project Management personnel are expected. Attachments 3 and 4 (Chiller Plant Study) are reserved for Phase II participants. A formal site visit will be scheduled during Phase II. Compliance with Davis-Bacon Act and Service Contract Act wage determinations is mandatory.
