Opportunity Overview

The Department of Veterans Affairs (VA), National Cemetery Administration (NCA), is soliciting bids for Initial and Replacement Upright Headstone and Flat Marker Setting services at the Abraham Lincoln National Cemetery in Elwood, IL. Scope of Work

The contractor will provide all necessary labor, management, materials, tools, equipment, and services. Key responsibilities include:

• Setting: Initial and replacement upright headstones and flat markers (estimated 2,514 annually), to be completed within 8 days of receipt per technical specifications and National Shrine Standards.
• Raise & Realign: Raising, leveling, resetting, realigning, backfilling, and cleaning approximately 4,250 ± 5% existing upright headstones annually.
• Fine Tune Alignment (FTA): Aligning approximately 8,500 ± 5% existing upright headstones annually to within one degree of plumb.
• Cleaning: Annually cleaning all upright headstones using approved products and methods. All services must adhere to strict National Cemetery Administration standards, including protection of persons and property, compliance with safety and environmental regulations, and coordination with the Contracting Officer's Representative (COR).
