The USACE Vicksburg District seeks feedback to refine project designs and inform market research for future procurement planning. The project is in early design stages, and features are subject to change.

Project Scope

The Yazoo Backwater Pumping Plant (YBWPP) is a critical infrastructure project designed to manage water levels in the Yazoo Backwater Area. The current conceptual design (10% complete) outlines a 25,000 CFS pumping plant adjacent to the Steele Bayou Drainage Structure. Key components include:

  • Inlet and Outlet Channel Excavation: Approximately 700,000 CY of excavation, with channels to be armored. Estimated magnitude up to $50M.
  • Foundation & Site Development: Includes clearing, grubbing, temporary/permanent site access, staging areas, and establishment of borrow areas. Estimated magnitude up to $100M.
  • Pumping Plant Construction: A pile-founded plant (approx. 200 ft x 500 ft) housing 14 x 1,800 CFS axial-flow pumps with 5000 HP electric motors, gearboxes, and a 75-ton overhead crane. Estimated magnitude over $1B. An 800 ft access bridge over the intake channel is also part of the project.

Acquisition Strategy & Industry Input

The USACE is exploring various acquisition approaches, including Single Award Task Order Contracts (SATOCs) for site preparation and channel excavation, and a two-phase strategy for the pumping plant construction (pre-qualification, Early Contractor Involvement with stipends, and a final competitive solicitation). Industry is specifically asked to provide input on:

  • Self-performance vs. subcontracting strategies.
  • Site logistics, including laydown areas, utilities, and security.
  • Feasibility and requirements for river transport of materials.
  • Efficient solutions for material delivery.
  • Supply chain risks for specialty/long-lead items and mitigation strategies.
  • Structuring work to accommodate incremental funding.

The Industry Day will be held on April 23, 2026, at 9:00 A.M. CST at the USACE Vicksburg District Headquarters (4155 Clay Street, Vicksburg MS 39180), with both in-person and virtual attendance options.

  • Pre-registration: Complete the attached form and submit to Kasey.T.Davis@usace.army.mil by April 21, 2026.
  • One-on-One Sessions: Prime contractors can request individual sessions from April 27 to May 01, 2026, to discuss project designs and procurement planning. Registration for these sessions is on a first-come, first-served basis and must be requested by April 23, 2026, via email to Kasey.T.Davis@usace.army.mil. These are not for general capability briefings.
  • Written Responses: Firms are encouraged to submit written responses to the "List of Questions to Industry" by April 21, 2026, 2:00 PM CT, to Kasey.T.Davis@usace.army.mil and copy Ellis.Screws@usace.army.mil.
