Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the maintenance and repair of the YCV-19 barge, a non-propelled, steel-hulled, open lighter used for ammunition unload/offload and fleet support at Commander, Fleet Activities Yokosuka (CFAY).

• Towing Services: Transport the YCV-19 barge from CFAY to the contractor's facility and back upon completion of overhaul. The contractor must provide suitable tugs and manage the change of custody.
• Docking and Undocking: Dry dock or haul the barge for underwater hull repair and preservation. This includes removing marine growth, cleaning the hull, and ensuring proper blocking. A lifting plan must be submitted 72 hours prior to the lift, and a docking report is required upon completion.
• Clean Underwater Hull: Comply with all regulations for paint residue and abrasive blast material disposal. High-pressure water cleaning (5,000-10,000 psi) and power tool cleaning (SSPC-SP3) are required. Bared surfaces must be primed with zinc primer paint. New materials require abrasive blasting to white metal (SSPC-SP-5) and zinc primer application.
• Preservation of Structural, Hull, and Exterior: Identify and document markings, prepare surfaces, and apply coatings according to specified standards (e.g., MIL-PRF-24667, Class B). A paint schedule must be submitted seven days prior to application. All preserved surfaces must be uniform and free of blemishes.
• Replace Zinc Anodes: Remove existing zinc anodes and replace them with new ones.
• Main Deck Repair and Preservation: Remove and install new non-skid coating systems. Identify and record existing deck features. Near-white blast the exterior main deck surfaces (SSPC-SP-10). Replace damaged pad-eye deck fittings and cleats. Prime and repaint various deck components. Install a new general-purpose, vehicular-grade, non-slip coating system. Cross-roll welded seams and establish a 2-inch border free from non-skid around access covers. Replace hatches, coaming systems, gaskets, lifering stanchions, and associated hardware. Test new welds and pull-test Kevlar lifelines.
• Preserve Void: Comply with gas freeing requirements, perform cleaning and touch-up painting within interior void spaces, and conduct air tests.
