Statement of Work (SOW) / Performance Work Statement (PWS)

To provide personnel, facilities, equipment, tools, materials, and supervision for the 2/34 IBCT Yellow Ribbon Reintegration Program (YRRP) event, aimed at informing Service members and families about available assistance and services to ensure readiness and resiliency.

• Provide sleeping rooms, meeting spaces, and meals for the 2/34 IBCT Post-Deployment Event.

• Services to be provided within a 25-mile radius of Johnston, IA.

• Contractor must maintain an adequate workforce for uninterrupted performance.

• No telework permitted.

• Period of Performance: Two (2) days.

• Dates: Friday, July 31, 2026 (3:00 PM - 6:00 PM) and Saturday, August 1, 2026 (6:00 AM - 5:00 PM).

• Location: Within a 25-mile radius of 7105 NW 70th Ave, Johnston, IA 50131.

• Lodging: 130 non-smoking sleeping rooms with two beds each, provided on Friday, July 31, 2026. Flat, firm-fixed priced room rate required, inclusive of taxes and fees. Government has flexibility to cancel reservations up to 10 days prior without penalty.

• Meeting Rooms: Specific requirements for Registration Area, Resource Area, General Session Room (accommodating 1,100 people), Breakout Room (accommodating 600 people), Child & Youth Room (accommodating 20 people), and Childcare Room (accommodating 31 people). Rooms require specific setups, equipment (sound systems, projectors, screens), tables, chairs, and water stations.

• Meals:

  • Saturday, August 1, 2026: Beverages (coffee, water) throughout the day.
  • Saturday, August 1, 2026: 1,100 hot, individually plated or buffet-style lunches.
  • Saturday, August 1, 2026: 51 children's lunches (31 for Childcare, 20 for Child & Youth).
  • Meal quantities may change up to two weeks prior; special dietary requests due two weeks prior.

• Parking: Provide 1,350 parking passes (130 for July 31, 1,220 for August 1) if free parking is not provided by the venue.

• Performance will be evaluated based on a Quality Assurance Surveillance Plan (QASP).

• Key performance objectives include designating an onsite point of contact, ensuring lodging and meeting room requirements are met, meeting meal requirements, and meeting parking pass requirements.

• Acceptable Quality Levels (AQLs) are generally 100% for most requirements, with a tolerance of not more than one instance of non-performance for the onsite POC.

• Personnel Qualifications: All employees must possess required licenses for operating equipment. Personnel must be trained, licensed, certified, and qualified.

• Identification: Contractor personnel must wear identification badges or uniforms.

• Combating Trafficking in Persons: Zero tolerance policy applies.

• Organizational Conflicts of Interest (OCI): Contractor must notify the KO of any potential OCI and submit a mitigation plan.

• Contract Manager (CM): Contractor shall designate a CM and alternate within five business days of award.

• Physical Security: Contractor shall safeguard all Government property.

• No Government-Furnished Property/Materials/Equipment/Services: Contractor shall furnish all required items except as specified.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items to procure services for the 2-34th BCT Yellow Ribbon Event in Des Moines, IA, scheduled for July 31 - August 1, 2026. The Iowa Army National Guard is seeking quotes for lease/rental of conference space and facilities, including providing all personnel, equipment, tools, materials, supervision, travel, and quality control necessary for the event.

• Submission Deadline: 10:00 a.m. local (central) time on May 11, 2026.

• Late submissions will be treated in accordance with RFO FAR 52.212-1(c).

• This RFQ is a small business set-aside.

• Applicable NAICS Code: 721110 – Hotels (except Casino Hotels) and Motels.

• Small business size standard: $40 million.

• This announcement constitutes the only solicitation; no separate written solicitation document will be issued.
