Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the lodging and catering requirements for the Florida Army National Guard's (FLARNG) Yellow Ribbon Event for 1-111 AV, supporting Soldiers and their families during deployment cycles.

• Lodging: Provide accommodations for approximately 420 guests.

  • 25 rooms for Saturday, July 18, 2026.
  • 10 rooms for Sunday, July 19, 2026.
  • Lodging must be within 10 miles of the Schultz Center in Jacksonville, FL.
  • Facilities must meet ADA requirements, be non-smoking, and include amenities such as a gym, 24-hour front desk, business services, pool, laundry, and spacious rooms with Wi-Fi, A/C, and basic furnishings.
  • Parking for 30 vehicles must be provided within walking distance of the venue.
  • The venue must be in a low-crime area.

• Catering: Provide a hot breakfast buffet for approximately 420 adults on July 19, 2026, from 0700 to 0900, with beverages available until 1100.

  • Buffet must include at least two main entrees, assorted pastries, and common breakfast items. Beverages include coffee, juice, milk, and tea.
  • "Fast food" items and egg dishes made from powdered eggs are prohibited.
  • Food items should avoid common allergens (e.g., shellfish) and clearly label allergens.
  • At least one entree and one side dish must not include cheese.
  • Catering services include set-up and clean-up, using durable plastic or non-paper products for flatware and "to-go" cups.
  • Delivery to the Schultz Center (400 Boulevard Center Dr, Jacksonville, FL 32207).

• Lodging and catering must meet all specified requirements.

• An on-site representative from the contracting agency (not hotel staff) must be present to manage check-ins, assist attendees, and ensure requirements are met.

• Failure to meet catering requirements may result in a claim from the government.

• Inability to provide required documents (e.g., insurance, licenses) for catering will result in contract negation.

• Lodging: Available from 5:00 PM on Saturday, July 18, 2026, until check-out on Monday, July 20, 2026.

• Catering: July 19, 2026, from 0700 to 1100.

• Location: Jacksonville, FL.

• Government is tax-exempt.

• Personal expenses (phone, movies, laundry) are the guest's responsibility.

• The Yellow Ribbon Coordinator will review offered hotel facilities and determine venue safety.

• Catering provider is encouraged to use the on-site kitchen and amenities.

• Preliminary ADA compliant sleep room requirements will be provided by July 2, 2026.

• Final number of attendees requiring lodging finalized by July 2, 2026.
