Scope of Work
This requirement encompasses two primary tasks:
- ShipAlt YON-0120D for Cargo Pump: Involves modifications to a cargo pump, its foundation, and associated piping in the pump room. Tasks include cleaning bilge areas, ventilation, emptying, and maintenance of bilges, provision of necessary equipment (pumps, spill kits), waste liquid transfer, piping inspection, fabrication of backing rings, hydrostatic testing, shaft alignment, installation of shims/dowel pins, and operational/pressure testing. Bilge areas and piping must be cleaned to a gas/oil-free condition per 29 CFR 1915 Subpart B, requiring a Marine Chemist certificate.
- Cargo Fuel Tank Cleaning/Gas Freeing: Services for six specific cargo fuel oil tanks on the vessel YON-305. This includes opening, ventilating, gas-freeing, emptying, cleaning, drying, and maintaining each tank, void, and/or cofferdam. Harmful vapors must be ventilated, and waste liquid removed and disposed of using Government-provided conveyance. Visual inspection for cleanliness and installation of new gaskets/fasteners for manhole covers are also required.
Contract & Timeline
- Contract Type: Firm-Fixed-Price job order under an existing Master Agreement for Repair and Alteration of Vessels (MARV) in the Japan Region.
- Period of Performance: Anticipated from July 22, 2026, to December 31, 2026, with a Production Completion Date of November 18, 2026.
- Place of Performance: Sasebo, Japan.
- Eligibility: Restricted to firms possessing a current U.S. Navy MSRA or ABR in the Japan Region. Firms without one may be ineligible unless adequate time exists for Navy assessment and agreement execution. This is not a small business set-aside.
