Eligibility & Set-Aside
This opportunity is a Total Small Business Set-Aside. Prime Contractors must have their Home Office located in New Jersey, Pennsylvania, New York, or Connecticut. Offerors must maintain an active registration in the System for Award Management (SAM).
Submission & Evaluation
Proposals are due May 19, 2026, at 2:00 PM ET. Evaluation factors include Technical Capability, Management Plan, Past Performance, and Price. Management Plan and Past Performance are approximately equal and combined are more important than Technical Capability. All non-price factors combined are approximately equal to Price. Site visits were previously scheduled for April 7, 2026.
