This is a competitive 100% Small Business Set-Aside Invitation for Bid (IFB) for the "JOTR Fog Seal and Re-Stripe 9.6 miles of roads" project. Statement of Work (SOW) / Performance Work Statement (PWS)

To plan, schedule, and execute a fog seal and restripe of 9.6 miles of roadway within Joshua Tree National Park.

• Fog Seal: Apply asphalt emulsion (CSS-1H type, diluted one part water to one-part emulsified asphalt) at a rate of 0.10 to 0.15 gallons per square yard. Surface preparation includes cleaning existing surfaces of loose material, dirt, and other deleterious material, followed by sweeping immediately before application. Protect adjacent concrete work.

• Restriping: After fog seal, paint centerline and edge line markings. All striping will be 4 inches wide, except for black contrast striping which will be 3 inches wide. Curbed areas do not require edge lines. Striping will consist of two coats with reflective beads added on the second coat. Industry-standard long line striping trucks are required; pushcart stripers are not permitted. Paint will be federal spec waterborne latex applied at a thickness of 14 mils.

• Pinto Basin Road: This road (9.6 miles) requires fog sealing and restriping, including double yellow, black contrast, and edge lines. Parking lots will be fog sealed 50 feet into intersections, and all paved pullouts will be fog sealed.

• Location: Joshua Tree National Park, 74485 National Park Dr, Twentynine Palms, CA, 92277.

• Contractor Use of Site: Limited to work areas; do not disturb beyond 10 feet of surface walkways, patios, surface parking, and utilities. Storage, parking, and stockpiling must be in designated areas. Preservation of natural features is required.

• Public Use of Site: Roads and parking areas remain open to the public. Contractor must provide a traffic control plan. Road closures are limited to a maximum of 24 hours with specific approval.

• Work Hours: Generally 7 a.m. to 4:30 p.m., Monday through Friday. Weekend or early morning hours may be requested with advance approval.

• Utilities: Contractor is responsible for locating and preventing damage to known utilities.

• Exotic Vegetation and Noxious Weeds: Equipment must be pressure washed and free of exotic species prior to entering the Project Area. Notification to the Contracting Officer is required two days prior to moving equipment.

• Safety: Comply with safety requirements, including an accident prevention program and providing a safe working environment.

• Environmental Protection: Comply with regulations regarding storm water pollution prevention, waste management, and protection of natural resources. A Stormwater Pollution Prevention Plan (SWPPP) or Under-An-Acre Pollution Prevention Plan (UPPP) is required.
