Quick Summary
The Department of the Interior, Bureau of Land Management (BLM), Oregon State Office, is soliciting proposals for the Medford Hot Water Heater Replacement project. This is a Total Small Business Set-Aside for a Firm Fixed-Price Construction Contract, estimated between $30,000.00 and $40,000.00. The project involves replacing two existing hot water heater tanks at the Medford Interagency Office. Proposals are due electronically by March 26, 2026, at 12:00 PM PT.
Scope of Work
The project requires the demolition and removal of two existing hot water heater tanks and associated hardware. Contractors will install new, high-efficiency water heaters, reconfigure existing water heating system piping and vent piping, and perform all necessary electrical work. The scope also includes demonstration and training for BLM site personnel on the new water heater functions and routine maintenance.
Key Requirements & Technical Details
New water heaters must meet specific technical requirements, including a heat capacity of 130,000 BTU/Hr, 100-gallon capacity, and Energy Star compliance with 98% thermal efficiency. Product technical sheets must be submitted with quotes. All work must adhere to industry standards for insulation and fastening. Clarifications from vendor Q&A specify the roof type as flat, built-up fiberglass and hot asphalt with surface rock. Engineered seismic design is not required, but water heaters must be secured per the 2023 Oregon Plumbing Specialty code. Concentric venting is acceptable, but core drilling through interior walls for PVC venting is not allowed. A new ASME-rated 2.5-gallon expansion tank is required, and the existing hot water recirculation pump is to remain in service. The contractor is responsible for extending the equipment pad if seismic strapping is intended. Special requirements include developing and implementing a Spill Prevention, Control, and Countermeasure (SPCC) Plan, maintaining a Spill Containment Kit (SCK) on-site, and complying with hazardous material handling, environmental regulations, and fire prevention requirements. A licensed plumbing contractor is required, and a copy of the license must be submitted with the quote.
Contract Details & Performance
This is a Firm Fixed-Price Construction Contract. Performance is required to begin within 10 calendar days and be completed within 30 calendar days after receiving the Notice to Proceed. A Payment Bond is required for awards over $35,000.00, and both Payment and Performance Bonds for awards over $150,000.00. A 1-year warranty from final acceptance (FAR 52.246-21) and manufacturer's warranty information must be provided. Compliance with prevailing wage rates (Wage Determination OR20260103) for Jackson and Josephine Counties, Oregon, is mandatory.
Submission & Evaluation
Proposals must be submitted electronically via email to hnordholm@blm.gov and fsapidajr@blm.gov by March 26, 2026, at 12:00 PM PT. Offers must remain valid for at least 90 calendar days. Evaluation will be based on a Lowest Price Technically Acceptable (LPTA) approach, considering Technical (Relevant Experience) and Price. The Technical factor requires demonstration of specialized and relevant experience in hot water heater replacement projects of similar scope and magnitude, completed within the last six years. Specific details such as customer, contract number, project title, prime/sub status, award/completion dates, and project description (with photos if possible) are required.
