This is a pre-solicitation notice for a Request for Quotation (RFQ) from the National Park Service Contracting Operations (ConOps) Central for services to seal and coat three parking areas at the Minuteman Missile Historic Site. The acquisition will be conducted using the RFQ process.

• Project Magnitude: Estimated between $100,000 and $250,000.

• Period of Performance: Anticipated to be 30 calendar days after issuance of Notice to Proceed.

• Contract Type: Firm-fixed price.

• Wage Requirements: Construction Wage Rate Requirements for Jackson County, South Dakota will apply.

• The formal Solicitation with construction specifications is intended to be issued on or about April 15, 2026.

• Responses (quotes) will be due approximately 30 days after the RFQ issue date, anticipated to close on May 15, 2026. The specific date and time will be announced in the solicitation.

• A site visit will be noted in the solicitation package when posted.

• NAICS Code: 238990 (Asphalt coating and sealing, residential and commercial parking lot and driveway). Size standard is $19 million.

• Set-Aside: 100% Small Business Set Aside Total.

• Offerors must have an active UEI number.

The National Park Service (NPS) is conducting a market survey to gauge vendor interest and capability for a potential upcoming project to seal and coat asphalt parking lots at the Minuteman Missile National Historic Site in Philip, South Dakota. This is not a solicitation, and responses do not guarantee future contract awards. The government will use this information to determine acquisition strategy.
