Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Design Build Services for HVAC Improvements at the Rawlins Field Office, located at 1300 North 3rd Street, Rawlins, WY 82301-2407. The project aims to replace aging and failing HVAC components to improve energy performance and address current inefficiencies.

This project involves the selection, field verification, replacement of HVAC system components, and the Testing, Adjusting, and Balancing (TAB) and commissioning of the HVAC system. Key tasks include:

• Demolition and Removal: Removal of existing rooftop air handler units, VAV boxes, boilers, boiler pumps, hot water pumps, and split HVAC units serving telecom and computer rooms.

• Construction and Installation: Installation of new packaged DX rooftop HVAC units, roof curb adapters, VFDs, new VAV boxes, thermostats, gas-fired boilers, boiler pumps, hot water pumps, and split HVAC units for telecom and computer rooms. This also includes associated controls, electrical upgrades, and modifications to the existing HVAC control system.

• System Upgrades: Reconfiguration and reprogramming of the existing HVAC control system to meet updated sequences of operation, in accordance with ASHRAE standards.

• Testing and Commissioning: Comprehensive TAB and commissioning of the entire new HVAC system, including integration into the existing Metasys network.

• Documentation: Development of Construction Documents, Operations and Maintenance (O&M) manuals, and As-Constructed drawings.

• All work must comply with the terms and conditions of the Contract for the Bureau of Land Management.

• Design and engineering quality control practices must be followed.
