• Removal and disposal of the old system.
• Installation and commissioning of a new fast-water vessel barrier system.
• The new system must be engineered for continuous operation in fast-moving water, maintain structural integrity, be durable in all-season conditions, have a high-visibility design, and be constructed of self-rotating HDPE (or equivalent).
• Compatibility with existing dam safety and security operations, and compliance with regulatory standards for dam safety, navigational hazard mitigation, and public access risk management.
• Deliverables include the fully assembled barrier system with an integrated boat access gate, all necessary mounting hardware, anchors, installation materials, and additional hardware for a future containment barrier, along with maintenance and technical documentation.

Contract Details

• Contract Type: Firm-Fixed Price purchase order.
• Estimated Magnitude: Between $250,000 and $500,000.
• Period of Performance: June 22, 2026, to August 7, 2026. On-site installation is to be completed within 15 days of work commencement, which must begin within 30 days of contract award.
• Set-Aside: Total Small Business Set-Aside (FAR 19.5).
• Bonds: Performance Bonds are required for projects over $150,000, and Payment Bonds for projects over $35,000. These are due within 14 calendar days after award.
• Invoicing: Electronic invoicing will be processed through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

• Required Forms: Vendors must complete SF-1442 and Section B (Price Schedule). Offers providing less than 30 calendar days for Government acceptance will be rejected.
