Statement of Work (SOW)

This SOW outlines the requirements for replacing flooring, kitchen cabinets, and bathroom cabinets in employee housing units at Zion National Park.

• Flooring Replacement: Removal of existing carpet and pad, followed by installation of new carpet in bedrooms and Luxury Vinyl Plank (LVP) in common areas (living room, kitchen, hallway, laundry, bathrooms). Existing vinyl flooring will generally remain, with new LVP installed over it. Baseboard removal and installation are included where specified.

• Cabinet and Countertop Replacement: Removal of existing kitchen cabinets, countertops, sinks, faucets, garbage disposals, and bathroom vanities/countertops. Installation of new factory-finished knotty alder cabinets with brushed nickel hardware, mid-grade quartz countertops with a matching backsplash, and specified plumbing fixtures (sinks, faucets, toilets, garbage disposals).

• Materials: Specific brands and colors are preferred for carpet (Engineered Floors, Warm Sand), LVP (Lyrus Flex Elite, Reef), cabinets (knotty alder), countertops (quartz), and fixtures (Moen faucets, American Standard toilets, Badger 5 disposal), but alternatives of equal or greater quality may be approved by the COR.

• Site Preparation: Includes removal of old flooring adhesives and fasteners, leveling of subfloors as needed, and repair/painting of visible wall surface damage from cabinet removal.

• Cleaning: Post-construction cleaning of all residences to a ready-for-occupancy condition.

• Disposal: All removed materials must be disposed of offsite according to regulations.

• Period of Performance: November 2, 2026, to February 28, 2027.

• Work Hours: 7:00 AM to 4:30 PM, Monday through Friday, unless otherwise approved.

• Locations: Zion National Park, specifically Watchman Housing Area (Q38, Q39, Q41, Q43, Q46, Q51 for flooring; Q35, Q36, Q42, Q46 for cabinets) and Oak Creek Housing Area (Q6, Q11 for flooring).

• Contractor Responsibilities: Provide all materials, tools, and labor. Obey all traffic laws and safety regulations (OSHA). Ensure work is completed in a neat, professional manner. List any discrepancies or differing site conditions. Provide three boxes of spare LVP at project completion.

• Government Responsibilities: Coordinate work schedules and locations, inspect and sign off on work. The Contracting Officer’s Representative (COR) is Matthew MacKay.

• Quality Control: The COR reserves the right to reject any work not meeting specifications.

• Option: Interior painting of approximately 1,500 SF in Quarters 46 is an option line item.

Sources Sought (Market Survey)

The National Park Service (NPS) is conducting a market survey to gauge contractor interest and capability for an upcoming construction project at ZION National Park. This survey is voluntary and will inform the NPS's acquisition strategy.

• Scope: Removal of old carpet/pad and replacement with new flooring (carpet and Luxury Vinyl Plank - LVP). Replacement of kitchen and bathroom cabinets, countertops, and associated plumbing fixtures/fittings.

• Location: 11 housing units on-site.

• Estimated Period of Performance: November 2, 2026 - February 28, 2027.

• Magnitude: Anticipated to be less than $500K.

• NAICS Code: 236118, Residential Remodelers.

• Small Business Size Standard: $45M.

• Firms must be registered as a small business under relevant socio-economic categories in SAM (System for Award Management) under NAICS code 236118.

• Interested firms must complete and return the requested information (Name of Firm, CAGE, Point of Contact, Point of Contact Email, Socio-Economics).

• Deadline: May 26, 2025, by 1200 MT.
