This is a pre-solicitation notice for a firm-fixed-price construction contract to be awarded by the National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO). The project involves replacing a segment of existing boundary fence within Theodore Roosevelt National Park, North Unit, Watford City, ND, to protect and manage bison herds. The work is located within a wilderness area, requiring limitations on equipment and access.

• Base Bid: Remove existing fence and construct approximately 4400 linear feet of new fence, starting at Corral Creek crossing and terminating at a specified point. Includes new double H-brace corner structures at both ends. Removal and replacement of existing suspended fence spans over Corral Creek and an un-named drainageway with new cable suspended structures (up to 60 linear feet).

• Option Bid Item No. 1: Extend new fence construction by approximately 1300 linear feet beyond the base bid termination point.

• Option Bid Item No. 2: Construct new fence across a butte saddle for approximately 450 linear feet.

• Contract Type: Firm-fixed-price construction contract.

• Period of Performance: Anticipated start Spring/Summer 2026. Base Bid completion within 320 calendar days from Notice to Proceed (NTP). Option 1 adds 60 days (total 380). Option 2 adds 30 days (total 350). Base + Option 1 + Option 2 is 410 days. Includes allowance for adverse weather and winter shutdown (mid-November to late March).

• Solicitation Release Date: Anticipated April 10, 2026.

Sources Sought (Market Survey)

The National Park Service (NPS) is conducting a market survey to gauge contractor interest and capability for a project involving the removal and replacement of existing boundary fences at Theodore Roosevelt National Park, North Unit Zone 1. This is not a solicitation, and responses are voluntary. The results will inform the acquisition strategy.

• Base Bid: Remove and construct approximately 4400 linear feet of new fence, including replacing suspended fence spans over Corral Creek and an unnamed drainageway with new cable suspended structures. Terminate with double H-brace corner structures and welded steel pipe fence panel abutments.

• Option Item No. 1: Extend fence construction by an additional 1300 linear feet.
