This is a pre-solicitation notice for a firm-fixed-price construction contract to be awarded by the National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO). The project involves removing and replacing approximately 5,340 linear feet of existing boundary fence and constructing new livestock/bison exclusion fencing at Wind Cave National Park, Hot Springs, South Dakota.

• Contractor must verify all quantities and adhere to design requirements, including post spacing, H-brace placement, and use of rigid panel reinforcement.

• Work must be sequenced to maintain continuous fence integrity daily; no more fence may be removed than can be replaced within the same workday.

• Fence alignment must remain within NPS property.

• Contractor must obtain a boundary survey and establish staking.

• New fence to be installed approximately 6 inches inside the NPS property line, unless otherwise directed.

• Contract Type: Firm-fixed-price construction contract.

• Period of Performance:

  • Base Bid: 120 calendar days from Notice to Proceed (NTP).
  • Base + Option 1: 165 calendar days.
  • Base + Option 2: 165 calendar days.
  • Base + Option 1 + Option 2: 210 calendar days.

Sources Sought (Market Survey)

The National Park Service (NPS) is conducting a market survey to gauge contractor interest and capability for a project involving the removal and replacement of existing boundary fences at Wind Cave National Park along US Highway 385. This is not a solicitation, and responses are voluntary. The results will inform the NPS's acquisition strategy.

• Work: Removal and replacement of approximately 5,340 linear feet of existing boundary fence with new livestock/bison exclusion fencing.

• Base Bid: Includes fence removal/replacement, termination at designated H-brace structures, and tie-in to existing fencing.

• Option Bid Item No. 1: Extension of approximately 1,790 LF.

• Option Bid Item No. 2: Extension of approximately 1,610 LF.

• New Fencing Materials: Galvanized steel posts, woven wire mesh suitable for bison containment, high-strength cabling, wire ties, and steel-framed swing gates. Materials must meet or exceed specified performance criteria.

• Sequencing: Work must maintain continuous fence integrity daily; no more fence removed than replaced in a workday.

• Alignment: Fence must remain within NPS property; no encroachment on adjacent rights-of-way or utilities without approval.

• Surveying: Contractor must obtain a boundary survey and establish staking at intervals not exceeding 100 yards. New fence installed approximately 6 inches inside the NPS property line unless directed otherwise.

• Anticipated Start: July 2026.

• Base Bid Performance Period: 120 calendar days from Notice to Proceed (NTP).

• Option Item No. 1 Performance Period: Additional 45 calendar days (total 165 days).

• Option Item No. 2 Performance Period: Additional 45 calendar days (total 210 days).

• Winter Shutdown: Anticipated mid-November to late March, subject to conditions and government approval.
