Solicitation / RFP / RFQ

This solicitation is for Elevator Maintenance, Inspection, & Repair Service at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, NV. The contract aims to ensure vertical transportation equipment (VTE) operates as originally designed and to maintain it in like-new condition.

• Provide comprehensive maintenance, repair, inspection, and testing for all elevators and cart lifts.

• Maintain equipment in accordance with current codes and standards (ASME, NFPA, etc.) and manufacturer guidelines.

• Supply a full-time journeyman mechanic during standard operating hours (7:30 AM - 4:00 PM, Mon-Fri) and 24/7 callback service for emergencies.

• Perform scheduled maintenance, including weekly examinations and monthly firefighter recall testing.

• Conduct annual (CAT 1) and five-year (CAT 5) safety inspections, accompanying third-party vendors.

• Replace all light bulbs, clean machine rooms and hoist ways monthly, and perform annual deep cleaning.

• Maintain equipment efficiency, safety, and speeds as per manufacturer specifications.

• Provide all necessary tools, equipment, parts, lubricants, and supplies.

• Comply with all federal, state, and local laws, including obtaining required licenses and insurance.

Sources Sought Announcement

Its purpose is to gather information to aid the government in its decision-making process for a services procurement related to elevator maintenance, inspection, and repair at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, NV. The government is not obligated to pay for response costs and this notice does not commit them to issuing a solicitation or awarding a contract.

• Provide comprehensive maintenance, repair, and inspection services for all vertical transportation equipment (VTE) at VASNHCS.

• Services include keeping VTE operating as designed, including parts, materials, labor, and necessary engineering services.

• Contractor must provide a full-time journeyman mechanic during standard operating hours (7:30 AM - 4:00 PM, Mon-Fri, excluding Federal Holidays) and 24/7 callback service.

• All work must comply with current federal, state, and local laws, as well as industry standards (e.g., ASME A17.1, NFPA codes).

• Specific VTE equipment includes various passenger, service, and kitchen elevators, and cart lifts across multiple buildings.

• This requirement has been determined to be set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) concerns.

• SDVOSB or VOSB concerns must be registered and verified in VA's Vendor Information Pages (VIP) database to be eligible for award.

• Only SDVOSB or VOSB concerns that respond to this notice will be eligible for award if a solicitation is issued as a set-aside.

• The contractor is responsible for obtaining all licenses, permits, and insurance.

• The contractor must provide all tools and materials; the government will only furnish electricity, water, sewage, and non-hazardous refuse collection.

• Contractor personnel must consent to background checks.

• Minimum of ten (10) years of experience maintaining similar elevator equipment is required, with references to be submitted.
