Project Scope & Requirements
This opportunity requires turnkey Design-Build services for the GI Renovation Phase III. The scope includes:
- Area A (4th Floor): Extensive interior construction, including partitions, gypsum board, acoustical ceilings, lighting, doors, hardware, millwork, painting, flooring, finishes, new ductwork, exhaust fans, electrical systems, sprinkler heads, and plumbing.
- Area B (4th Floor): Minor remaining work such as furniture/equipment installation, punch-list completion, medical boom installation, AHU-1 startup and verification, and MEP punch-list items.
- Mechanical Room (5th Floor): Replacement of the existing AC-5 unit, connection of associated services, modification of ductwork and controls, and installation of new high-pressure steam lines. The selected contractor must retain Premier Engineering Group, Inc. for the development of the full Design-Build Package. All work must adhere to OSHA, NFPA, and VA Standards, with a one-year warranty on workmanship and materials. Personnel are required to complete VA Privacy Training and utilize the VISN 2 Autodesk Build Construction management platform.
Contract Details
- Contract Type: Firm-Fixed-Price, Design-Build.
- Period of Performance: 365 calendar days from the Notice to Proceed.
- Estimated Project Cost: Between $2,000,000 and $5,000,000.
- Liquidated Damages: $719.53 per calendar day for delays.

- Evaluation Criteria: Proposals will be evaluated on both cost and technical factors. Technical factors, approximately equal in importance to cost, include Construction Management (60%), Past Performance (20%), Schedule (10%), and Small Disadvantaged Business Participation (10%). Offerors must include VA Form 6298 for the fee proposal with their SF330 and construction estimate.
