Important Notes
Offerors are responsible for monitoring SAM.gov for any amendments. A bid guarantee of at least 20% of the proposal price (not to exceed $3,000,000) is required. Payment and Performance Bonds will be required upon award. A Project Labor Agreement (PLA) is also required after contract award. Bidders must complete and submit the mandatory VAAR 852.219-75 Limitations on Subcontracting Certificate (Attachment 05) with their offer, certifying compliance with subcontracting limits (e.g., not paying more than 85% of the contract amount to non-SDVOSB/VOSB firms for general construction, excluding materials).
