Scope of Work
The project involves replacing existing Johnson Controls (JCI) controllers with Siemens BACnet controllers in the Building 105 (B105) Simulation Center. This includes the demolition of existing JCI PCG Controllers and Expanders for Heating Hot Water (HHW) and Air Handling Unit (AHU) systems, installation of new Siemens BACnet PXC.A controllers, expanders, and new air temperature sensors. The new systems must be fully integrated into the existing Siemens Campus Building Management System (BMS) Front End (Desigo CC). The Period of Performance has been extended to 180 calendar days after the Notice to Proceed.

Eligibility & Compliance
Offerors must be certified in the SBA Veteran Small Business Certification (VetCert) database at the time of offer submission and prior to award. The contractor, or a Tier 1 Subcontractor, must be an authorized and certified Siemens partner for the past five years and have at least five Siemens Desigo, PXC, DXR, and/or ABT certified technicians. A local office within 50 miles of the customer address can also be met by a subcontractor. Compliance with Specification 01 35 26 SAFETY REQUIREMENTS is mandatory, including the submission of an Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs). Adherence to VA Handbook 6500.6 Appendix B and C for information and IT security is also required. The Wage Determination CA20250018 applies.
Submission & Evaluation
