Submission & Evaluation

This procurement uses a Lowest Price Technically Acceptable (LPTA) source selection process. Proposals will be evaluated for acceptability against non-price factors, not ranked. Award will be made to the lowest technically acceptable offeror, conditional upon contractor responsibility and price reasonableness. The Government intends to award without discussions, so initial proposals should contain the best terms. Proposals must be submitted electronically via email to Lara.Hampton@va.gov and Jeannette.Morphew@va.gov. Submissions must include separate electronic copies for the Technical Proposal and Price Proposal, along with a completed and signed SF1442 Offer page, acknowledgment of amendments, prices on all line items, completed Representations and Certifications, and Contractor Experience Modification Rate (EMR) Certification documents. A completed and signed SF24 Bid Bond or other allowable bid security is also required.

Eligibility & Compliance

This is a 100% SDVOSB set-aside. Offerors must be listed and viewable in the SBA database (veterans.certify.sba.gov) and have an active registration in SAM.gov. Awarded contractors must also submit evidence of enrollment with VETS4212. A bid guarantee of not less than 20% of the bid price (not exceeding $3,000,000) is required.
