This project aims to construct a campus security fence and implement access control measures around the Vancouver VA Medical Center campus. The contractor will be responsible for site preparation, demolition, and construction as per provided drawings and specifications.

• Replacement of the existing 6-foot chain-link fence with a new fence including a concrete mow strip, one motorized vehicle gate, and three personnel gates.

• Installation of a vehicle fortification along approximately 1100 linear feet of perimeter fence, consisting of a 3-foot tall concrete barrier designed to withstand a 4000-pound vehicle impact at 30mph.

• Implementation of headlight screening for approximately 450 feet where the POW/MIA road is near Fourth Plain Blvd.

• Installation of lighting and camera systems along the entire perimeter fence using designed raceways.

• Installation of new entry doors, frames, and hardware at Buildings 3 and 4, integrated with electronic locks and card readers into the existing security system.

• Installation of eight additional trees with associated wheel stops.

• The contractor must ensure all medical center activities remain unimpeded during construction.

• Specific quiet hours (after 6:00 PM) must be observed around Building 1 (CLC), with loud noises and vibrations ceasing, though non-disruptive work is allowed until 9:00 PM.

• All work must be performed in a skillful and workmanlike manner.

• The contractor must implement a Contractor Quality Control (CQC) plan, with any proposed changes subject to Contracting Officer approval.

• Construction is estimated to take 9 months from the date of contract award.

• Normal work hours are 7:00 AM to 9:00 PM (PST), Monday through Friday, excluding Federal Holidays and weekends. Permission is required for weekend or holiday work.

• The contractor shall confer with the Contracting Officer's Representative (COR) to agree on work sequence, access, material storage, and use of premises.

• Delivery of materials must minimize interference with Government operations.

• Work is to be done in definite sections, completed before moving to other areas.

• The contractor is responsible for providing all work site protective barriers, site control devices, and traffic control, including street blockages and flagmen, at no additional cost to the Government. Proposed traffic control methods require COR approval.

• Utility outages must be scheduled with the COR at least 21 working days in advance, with requests for power outages submitted in writing.

• The Contracting Officer may require the removal of any employee deemed incompetent, careless, or objectionable.

• Weekly progress meetings will be held with the Government.
