• Civil Work: Jack-and-boring beneath existing patio for building entry, replacement of disturbed concrete, landscaping, and irrigation. Excavation will likely require mini excavators due to site constraints.

• Architectural Work: Exterior envelope materials for CHW routing will be durable and provide moisture/air/vapor/thermal control, blending with existing renovations. New ceiling finishes will be installed where CHW infrastructure is routed above existing ceilings. New interior walls will match existing construction, potentially using shaft walls for rated areas.

• MEP (Mechanical): Installation of new chill water pumps (two or more 10-hp and two or more 25 HP) with automated controls for seasonal switchover. Replacement of condensate risers, branch piping, duct-mounted coils, and chilled water coils. Replacement of existing fan coil units. VAV terminal units and their valves/strainers are to remain.

• MEP (Electrical): Upgrade existing electrical infrastructure to power new distribution pumps, VFDs, control panels, new fan coil units, and controls for new coils/valves. Lighting fixtures in corridors will be reused.

• Fire Protection: Modify the existing automatic wet-pipe sprinkler system to provide complete coverage, including upturned sprinkler heads, conforming to NFPA 13 and VA FPDG.

• Period of Performance: 915 Calendar days after Notice to Proceed.

• Location: VA main facility and Building 1 (OPC and Building 1 areas).

• Infection Control: Strict adherence to Infection Control Risk Assessment (ICRA) Type D and E, and SMACNA guidelines for occupied buildings is required due to work within an active hospital.

• Safety: OSHA 10-hour training for workers, OSHA 30-hour for managers/superintendents. Comprehensive safety plan required. Adherence to VA design guides, NEC, NFPA, and OSHA standards.

• Deliverables: Contractor Quality Control Plan (CQCP), Safety Plan, Submittals on CD, Laminated Drawings, Operations & Maintenance (O&M) training and manuals, Warranty (minimum 1 year).

This project aims to replace undersized chilled water infrastructure in the main facility and associated mechanical systems at the Fresno VA Medical Center. The existing pipes are insufficient for current temperature demands, and this project represents the third and final phase of a critical mechanical upgrade.

• Piping Replacement: Replace chilled water piping in the OPC and Building 1, along with associated pumps and undersized fan coils. New piping will accommodate both hot and chilled water, with new control valves for seasonal switchover.

• Riser Consolidation: Demolish existing scattered risers and consolidate them into two new sets: one for the north wing of Building 1 and one for the OPC and south wing of Building 1.

• Civil Work: Includes exterior routing of supply and return lines, direct burial per specifications, adequate spacing for soil compaction, and installation of precast concrete vaults with manually operated gate valves for line isolation. A steel casing sleeve will be used for basement entry to avoid structural disturbance. All disturbed concrete and landscaping will be replaced.

• Architectural Work: Involves routing chilled water infrastructure from the fifth to sixth floor, ensuring the exterior envelope controls moisture, air, vapor, and thermal transfer. New ceiling finishes will be installed where existing ones are removed. New wall construction will match existing in-kind, with shaft wall construction for two-hour rated walls where access is limited. Non-rated interior walls will use metal studs and gypsum board. Renovation work in an active hospital requires adherence to Infection Control Risk Assessment (ICRA) guidelines.

• MEP (Mechanical): Replace 31 new risers served by new 10-hp chill water pumps. Demolish existing hot water and chilled water pumps in Building 1's subbasement. Replace fan coils that are old and inefficient. Existing duct mounted reheat coils will be replaced with coils for chilled and heating hot water. VAV terminal units and their components are excluded from replacement.

• MEP (Electrical): Upgrade existing electrical infrastructure to provide power to new distribution pumps, including new VFDs and control panels. Lighting fixtures in corridors will be reused.

• Fire Protection: Modify the automatic wet-pipe sprinkler system to provide complete coverage, including upturned sprinkler heads, adhering to NFPA 13 and VA FPDG requirements. Acceptance testing is required.
