Submission & Evaluation

The award will be based on a Best Value tradeoff process, where Past Performance is significantly more important than Price. Past performance will be evaluated on recency, relevancy, and quality, requiring projects at least 75% complete or completed within the last five years, with a total value exceeding $20 million, and involving phased construction in an active healthcare setting. Price will be evaluated based on the Price Schedule and Division Cost Breakdown (Attachment 36). A Bid Guarantee of 20% of the proposal price (not to exceed $3,000,000) is required, and Payment and Performance Bonds will be necessary upon award.
