- Evaluation: Best Value Tradeoff, with Past Performance being significantly more important than Price. Past Performance will be evaluated on recency, relevancy, and quality, specifically for large-scale communication infrastructure construction projects within active healthcare environments (VHA facilities), valued over $30 million, completed within the last 5 years.
